Jammu and Kashmir Chief Minister Omar Abdullah on Monday introduced bills in the Legislative Assembly aimed at decriminalising and rationalising offences, promoting ease of doing business and amending the Jammu and Kashmir State Legislature Members’ Pension Act, 1984.
Abdullah, who also holds the portfolios of Law, Justice and Parliamentary Affairs, introduced a Bill to amend certain enactments for decriminalising and rationalising offences, repeal certain enactments and address related matters.
The Bill was introduced during the ongoing Autumn session of the Jammu and Kashmir Legislative Assembly. Designated as L.A. Bill No. 16 of 2026, it has already been published in an extraordinary issue of the Official Gazette.
The Chief Minister also introduced the Jammu and Kashmir Ease of Doing Business Bill, 2026, aimed at replacing permission-based controls with rule-based governance and facilitating greater confidence among citizens and enterprises.
Designated as L.A. Bill No. 11 of 2026, the proposed legislation seeks to promote ease of doing business and ease of living, generate employment, attract investment and sustain long-term economic growth in Jammu and Kashmir.
The Bill aims to consolidate and amend existing laws to enable citizens and enterprises to plan, invest and operate with confidence. It has also been published in an extraordinary issue of the Official Gazette.
Abdullah further introduced a Bill to amend the Jammu and Kashmir State Legislature Members’ Pension Act, 1984, and address matters connected with or incidental to the proposed changes.
The Bill, designated as L.A. Bill No. 15 of 2026, was introduced during the ongoing Autumn session and has also been published in an extraordinary issue of the Official Gazette.
