The project ‘Internal Police Reforms’ undertaken by the Indian Police Foundation in four states of the country namely Tamil Nadu, Telengana, Rajasthan and Punjab, was formally launched with the signing of an MoU between the IPF and the Punjab Police at Punjab Police Headquarters on Tuesday in the presence of DGP Punjab Mr. Gaurav Yadav,
IPS, Dr. Ish Kumar IPS (Retd.), Vice-President IPF and Project Director, Mr. A.S. Rai, IPS, ADGP/Traffic and Road Safety –cum- State Nodal Officer and Mr. G.S. Sandhu, IPS (Retd.) State Supervisor of the project on IPF.
While addressing the press conference in auditorium of police line, ADGP/Traffic and Road Saftey –cum- State Nodal Officer Mr. A.S. Rai said that the signing of the MoU will pave the way for mutual co-operation between the Punjab Police and the Indian Police Foundation for bringing about citizen centric changes in the day to day working of the Police at the cutting edge level by identifying the problems of the ordinary citizens during their interface with the local police and by putting in place the requisite remedial measures so as to make civil policing more facilitative and citizen-friendly.
Mr. Rai said that initially, the IPF will focus on 30 police stations spread over four districts i.e. SAS Nagar, Rupnagar, Fatehgarh Sahib and Khanna.
It includes 09 Police Stations of district Rupnagar namely PS City Rupnagar, Sadar Rupnagar, Singh Bhyagwantpur, City Morinda, Sadar Morinda, Chamkaur Sahib, Anandpur Sahib, Nurpurbedi and Nangal. Subsequently, the operational ambit of the project will be further extended to other districts of the state in a phased manner.
ADGP further said that as a part of this initiative the initially, IPF Team of Researchers will conduct public consultation meetings across Police Stations of district Rupnagar with all stakeholders including complainants, victims, witnesses, convicts, under trials, police officials at cutting edge level, traffic violators etc. from 25th March 2025 to 2nd April 2025.
On this occasion, Dr. Ish Kumar IPS (Retd.) said that, IPF Team of Researchers will conduct public consultation meetings different categories of stake-holders, identify core pain-points, prepare a change manual,
provide training to the police station staff based on the change manual, assess the impact of the re-calibrated style of working of police on common citizens and then present a set of well-founded recommendations for being adopted in the day to day working the police on enduring basis through standing /circular orders, SoPs etc. as per requirement.
He said that the Punjab Police on its part will extend all the requisite support in terms of man-power, logistics, data access liaison and coordination etc. so as to realize the full potential of this undertaking initiated with the objective of spearheading reforms based on methodical research.
Dr. Ish Kumar, IPS (Retd.), the Project Director assured the DGP that the empirical research based outcomes of the project will be highly beneficial for the people of the state and will go a long way in boosting the image of the Punjab Police.
Today the team of IPF headed by Dr. Ish Kumar IPS (Retd.), Vice president IPF and Mr. A.S. Rai IPS, ADGP Traffic cum- State coordinator also conducted a meeting with all the officers including SHOs of district Rupnagar which was attended by SSP Rupnagar G.S. Khurana IPS and other senior officer of police department.
