The Mines and Minerals (Development and Regulation) Amendment Bill, 2026, was passed in the Lok Sabha on Wednesday amid continued protests by Opposition MPs, with the House later being adjourned for the day without a discussion on the legislation.
Opposition members continued raising slogans and protesting in the Well of the House as the Bill was taken up for consideration.
Jagdambika Pal, who was in the Chair, urged the protesting MPs to maintain the decorum of the House and return to their seats. However, the protests continued, disrupting the proceedings.
The Opposition was demanding the complete withdrawal of the Foreign Contribution (Regulation) Amendment Bill, 2026.
Pal said that referring a Bill to a Joint Parliamentary Committee (JPC) should be considered a “score for the Opposition”, as it allows members to examine the legislation in detail.
Earlier, the Lok Sabha accepted the government’s proposal to refer the Foreign Contribution (Regulation) Amendment Bill, 2026, to a JPC amid loud protests from Opposition members.
The JPC will comprise 21 members from the Lok Sabha and 10 members from the Rajya Sabha. It has been asked to submit its report to the House by the last day of the first week of the Winter Session of Parliament in 2026.
Amid the continued protests, the Chair also urged Opposition members to return to their seats and participate in a discussion on the NEET students’ protest.
Referring to Union Home Minister Amit Shah’s latest letter to Lok Sabha Speaker Om Birla, Parliamentary Affairs Minister Kiren Rijiju said the government was ready to discuss the issue immediately.
“We are ready and so is 80 per cent of the House to start a discussion on the students’ protests right away,” Rijiju said.
He appealed to Opposition MPs to return to their seats and cooperate with the Chair so that a discussion on the students’ concerns could be taken up.
Pal also assured the Opposition that the government and the Home Minister were prepared to respond to their questions.
“I will get the discussion started; but I request you to clear the Well of the House… Government and the Home Minister are ready to answer all your questions,” he said.
However, Opposition members continued their protest in the Well, following which the proceedings of the Lok Sabha were adjourned for the day.
