The Jammu and Kashmir government has substantially revised the delegation of financial powers for administrative approval, technical sanction and award of contracts for individual works, with the aim of speeding up project execution and decentralising decision-making.
The Finance Department amended the existing provisions under Section 67 of the Jammu and Kashmir Reorganisation Act, 2019. The revised framework replaces provisions contained in the earlier notification issued on January 9, 2020.
Under the new framework, Administrative Departments can accord approval for individual works costing up to Rs 30 crore, subject to concurrence from the Director Finance or FA & CAO.
The revised administrative approval limits are:
- Administrative Departments: Up to Rs 30 crore
- Chief Engineers: Up to Rs 15 crore, with concurrence of FA/CAO
- Heads of Departments, including DDCs: Up to Rs 7.50 crore
- Superintending Engineers: Up to Rs 4.50 crore
For works exceeding Rs 30 crore, proposals will require the concurrence of the Finance Department before being placed before the Council of Ministers for approval.
The government has also revised powers for according technical sanctions to detailed estimates for original works, including special repairs, renovations, additions, alterations and improvements not chargeable to maintenance.
The revised technical sanction limits are Rs 2 crore for Superintending Engineers, Rs 75 lakh for Executive Engineers and Rs 10 lakh for Assistant Executive Engineers.
Plans and designs for individual works costing above Rs 5 lakh and Rs 20 lakh will require approval from the Superintending Engineer and Chief Engineer, respectively, before technical sanction is granted by the competent authority.
For maintenance and repair works, the technical sanction limits have been fixed at Rs 7.50 lakh for Superintending Engineers, Rs 3.75 lakh for Executive Engineers and Rs 1 lakh for Assistant Executive Engineers.
The government has also enhanced powers for sanctioning and awarding contracts. The revised limits are Rs 60 crore for Departmental Contract Committees, Rs 30 crore for Chief Engineers, Rs 10.50 crore for Superintending Engineers and Rs 2.25 crore for Executive Engineers.
The amendments are expected to reduce administrative delays and enable projects within prescribed financial limits to be processed at the appropriate administrative and engineering levels without unnecessary references to higher authorities.
