Prime Minister Narendra Modi’s intervention amid protests over examination paper leaks has led to renewed focus on reforms aimed at improving transparency and accountability in public examinations, with the government moving towards stricter legal measures against malpractice.
The protests had intensified with activist Sonam Wangchuk’s fast and student demonstrations over alleged irregularities in competitive examinations. The Prime Minister’s outreach to Wangchuk and student representatives was seen as an effort to open dialogue and address concerns raised by protesters.
Following the intervention, the government announced steps including the creation of fast-track courts for cases related to examination malpractice and plans to introduce stricter legal provisions against paper leaks.
According to reports, the Union Cabinet has approved a Bill and related measures aimed at strengthening action against those involved in examination fraud. The proposed legislation is expected to be introduced in Parliament next week.
The move comes after the implementation of the Public Examinations (Prevention of Unfair Means) Act, 2024, which sought to tackle organised exam malpractice through stricter penalties and enforcement mechanisms. However, concerns were raised over possible loopholes in dealing with certain high-profile cases, prompting discussions on stronger provisions.
The government has indicated that the proposed reforms will focus on quicker trials, stronger punishment and better coordination among investigative agencies to prevent future incidents.
While Opposition parties have continued to raise the issue in Parliament and demand accountability, the government’s proposed measures have shifted the debate towards legislative action and examination reforms.
Observers have noted that the effectiveness of the new measures will depend on their implementation and the ability of authorities to ensure fair and timely action in cases of examination irregularities.
