Seven Years After Article 370 Abrogation, Contrasting Development Narratives Emerge Across LoC

Seven years after the abrogation of Article 370 and the reorganisation of the erstwhile state of Jammu and Kashmir, contrasting narratives have emerged on either side of the Line of Control (LoC), with infrastructure-led development in Jammu and Kashmir drawing comparisons with continued political and economic challenges in Pakistan-occupied Jammu and Kashmir (PoJK).

A report published by Asian Lite highlights the divergent trajectories of the two regions, noting that while Jammu and Kashmir has witnessed significant investments in connectivity, tourism and public infrastructure, PoJK continues to grapple with political unrest, protests and governance-related concerns.

Among the flagship projects cited are the 13.153-km Zojila Tunnel, being constructed at an estimated cost of ₹6,809.69 crore to provide all-weather connectivity between Jammu and Kashmir and Ladakh, the Chenab Rail Bridge—the world’s highest railway arch bridge—and the Anji Khad Bridge, India’s first cable-stayed railway bridge. The report also notes the expansion of railway infrastructure, including the extension of the Jammu-Srinagar Vande Bharat service to Jammu Tawi, an increase in train capacity from eight to 20 coaches, and plans for doubling the 118-km Qazigund-Srinagar-Budgam rail section along with a proposed 40-km Baramulla-Uri railway line.

Tourism has also emerged as a major driver of the region’s economy. Official figures cited in the report indicate that Jammu and Kashmir received more than 2.3 crore tourist arrivals in 2024, including over two crore visitors to the Jammu region alone, reflecting sustained growth in both pilgrimage and leisure tourism.

In contrast, the report says PoJK has experienced repeated demonstrations, shutdowns and clashes linked to issues of political representation. It refers to unrest surrounding the Joint Awami Action Committee (JAAC) and disputes over 12 Assembly seats reserved for refugees living outside the territory. The report also cites international agency figures indicating that recent unrest has resulted in more than two dozen deaths.

According to Asian Lite, the two regions now present markedly different development trajectories. It observes that while infrastructure projects are reshaping the economic landscape of Jammu and Kashmir, political mobilisation continues to dominate public life across the LoC.

The report concludes that although geography remains unchanged, the focus on Jammu and Kashmir is increasingly shifting from its political past to its expanding infrastructure, connectivity, economic activity and future opportunities.
