The Rajya Sabha was adjourned for the day on Friday after repeated disruptions by Opposition members over their demand for the Home Minister’s presence in the House and a statement on the alleged July 20 police action against protesting students.
The proceedings were disrupted during Question Hour when the House reassembled at noon. Chairman C.P. Radhakrishnan invited Samajwadi Party MP Ramji Lal Suman from Uttar Pradesh to ask his listed question, but the member instead raised the Opposition’s demand for the Home Minister to make a statement.
The Chairman asked Suman to restrict himself to the listed question. However, Opposition members continued raising slogans, leading to a noisy protest in the chamber. Members from the treasury benches also joined the exchange, resulting in chaos for several minutes.
Railway Minister Ashwini Vaishnaw attempted to respond to a supplementary question during the uproar, but his reply could not be heard amid the disruptions. Despite repeated appeals from the Chair for members to return to their seats, the protests continued, forcing the adjournment of the House for the day.
The morning proceedings had also witnessed similar disruptions during Zero Hour, with Opposition MPs raising slogans demanding the Home Minister’s presence. Leader of Opposition Mallikarjun Kharge reiterated the demand, stating that although the Chair had conveyed their request, the government had not responded.
Parliamentary Affairs Minister Kiren Rijiju rejected the Opposition’s allegations, accusing members of deliberately disrupting proceedings. He said the Home Minister was present in Parliament and attended the House when matters related to his department were scheduled.
Rijiju also said the Chairman had only conveyed the Opposition’s request and had not issued any direction regarding the Home Minister’s presence. He maintained that the Opposition could not decide when a Minister should appear in the House.
Earlier, Chairman Radhakrishnan had asked Rijiju to consider and communicate the Opposition’s request following repeated appeals from Kharge.
Amid the disruption, the Chairman allowed MPs Prakash Chik Baraik of the BJP, P.P. Suneer of the CPI and Amar Pal Maurya of the BJP to raise their respective matters before adjourning the House. Several private members’ bills could not be introduced due to the continued deadlock.
