Proceedings in the Jammu and Kashmir Legislative Assembly were disrupted on Monday after the BJP said it had moved a notice seeking the removal of Speaker Abdul Rahim Rather, while Leader of Opposition Sunil Sharma objected to references to the Assembly’s earlier autonomy resolutions in the government’s statehood resolution.
BJP MLA R.S. Pathania informed the House that the party had submitted a notice under the relevant rules for a resolution seeking Rather’s removal. The Speaker said the notice would have to be listed and taken up for voting according to the procedure of the House and could not be considered during Question Hour.
BJP MLAs subsequently entered the Well of the House and raised slogans. Rather continued with Question Hour, during which ministers Sakeena Itoo and Javed Rana responded to questions from National Conference and Congress members.
Speaking in the House, Sharma said the BJP supported restoration of Jammu and Kashmir’s statehood but opposed what he described as unacceptable references to autonomy and the pre-1953 constitutional position in the resolution.
The controversy stems from Chief Minister Omar Abdullah’s resolution seeking the “immediate and urgent restoration of full statehood” to Jammu and Kashmir. The resolution states that it is in addition to Assembly resolutions passed on June 26, 2000, and November 6, 2024.
The 2000 resolution, passed during Farooq Abdullah’s government, sought restoration of greater autonomy and the pre-1953 constitutional position. The November 2024 resolution sought dialogue on restoring special status and constitutional guarantees to Jammu and Kashmir. The BJP has opposed both references.
Sharma said the BJP was prepared for a full debate on restoration of statehood but would oppose discussions on Article 370, autonomy or the pre-1953 position. He had also met Union Home Minister Amit Shah in New Delhi on Saturday, with the meeting covering issues related to Jammu and Kashmir and the ongoing Assembly session.
The latest confrontation adds to the tensions that have marked the Assembly’s autumn session since Omar Abdullah introduced the statehood resolution, with BJP members repeatedly protesting its references to earlier resolutions.
