Police on Tuesday arrested two Bharat Rashtra Samithi (BRS) MLCs, Tata Madhusudhan alias Tata Madhu and N. Naveen Kumar Reddy, over alleged derogatory and abusive remarks against Telangana Legislative Assembly Speaker Gaddam Prasad Kumar.
Madhu was arrested from his residence at the New MLA Quarters, while Naveen Kumar Reddy was taken into custody from his residence in Kokapet.
The arrests followed a complaint by Pollepalli Venkatesham, Officer on Special Duty to the Assembly Speaker, after the alleged remarks were made during a BRS protest at the Assembly entrance on Monday. BRS MLAs and MLCs had been stopped by police from entering the Assembly premises after they arrived wearing black T-shirts carrying slogans.
According to the complaint, the Speaker, who belongs to the Scheduled Caste (Madiga) community, was intentionally insulted and humiliated in public view in the presence of journalists, electronic media personnel, Assembly staff and security personnel. It alleged that the remarks were made with knowledge of his social background and were intended to demean his personal and constitutional position.
Saifabad Police registered a case under Section 352 read with Section 3(5) of the Bharatiya Nyaya Sanhita (BNS), besides Sections 3(1)(r), 3(2)(va) and 3(2)(vii) of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.
The incident triggered strong reactions in the Assembly. Chief Minister A. Revanth Reddy and ministers demanded Madhu’s dismissal from the Legislative Council, while ministers also sought action under the SC/ST (Prevention of Atrocities) Act.
Speaker Prasad Kumar became emotional when Minister Seethakka, while condemning the incident, said she was hurt by the alleged abusive remarks concerning the Speaker’s mother.
The government also demanded an apology from BRS president and Leader of Opposition K. Chandrasekhar Rao (KCR). Revanth Reddy said Madhu should not only apologise but also resign and be removed from the Council.
The BJP, AIMIM and CPI also condemned the language allegedly used against the Speaker.
Madhu, however, denied making abusive or derogatory remarks against the Speaker, saying Congress leaders had attributed words to him that he had never uttered. He said that if his remarks were perceived as being directed at the Speaker, he withdrew them and expressed regret.
Madhu also alleged that BRS legislators were attacked while entering the legislature complex and claimed police repeatedly punched him in the stomach. He said that despite the alleged assault, he had not made the statements attributed to him.
