The Haryana Transport Department has directed petrol pumps and fuel outlets in the state’s National Capital Region (NCR) districts to deny fuel to vehicles without a valid Pollution Under Control (PUC) certificate, as part of measures to curb air pollution.
The directive follows instructions from the Commission for Air Quality Management (CAQM), under which the “No PUC, No Fuel” rule came into effect across Delhi-NCR on October 1.
Under the new instructions, petrol, diesel and CNG stations must verify the validity of PUC certificates before refuelling vehicles. The department is working towards deploying Automatic Number Plate Recognition (ANPR) cameras at fuel stations across NCR districts to check vehicle registration numbers against the online PUC database.
Until the camera systems are fully installed and operational, petrol pump operators have been instructed to ensure that staff manually check the certificates of every vehicle before dispensing fuel. If a driver cannot produce a valid PUC certificate, the station must refuse fuel and record the vehicle’s registration number for official purposes.
Vehicles without valid certificates are to be directed to the nearest authorised PUC testing centre, including centres located at or near the fuel outlet, to obtain the required certification before refuelling.
The department has also instructed all petrol pumps to display prominent bilingual warning boards in Hindi and English at entry points and fuel-dispensing units. The notices must inform motorists that refuelling will be denied without a valid PUC certificate and warn of possible e-challans or penalties.
The Transport Department said operating a vehicle without a valid PUC certificate may attract a fine of up to Rs 10,000 under applicable motor vehicle rules.
The measures are part of broader efforts to enforce vehicle-emission standards and reduce pollution across the NCR.
