CM Bhagwant Mann Launches Property Ownership Rights Drive for Lal Lakir Houses Under ‘Mera Ghar Mere Naam’

Punjab Chief Minister Bhagwant Singh Mann on Wednesday said the state has begun providing formal ownership rights to eligible houses built within the Lal Lakir under the ‘Mera Ghar Mere Naam’ scheme, ending a decades-long wait for families whose properties were not part of formal revenue records.

Mann distributed Property Ownership Certificates among beneficiaries in Dhuri and said the initiative would provide legally recorded ownership, mapped property boundaries and documentary recognition to eligible families. The Punjab Land Records portal also provides dedicated facilities for viewing final maps under the ‘MGMN’ system, reflecting the state’s digital property-record framework.

The Chief Minister said the scheme would particularly benefit poor, Dalit and landless families living in village abadi areas, many of whom have been residing in their homes for generations without formal ownership records.

“Our resolve is to ensure that the home of every eligible family is entered in the official records and that the family receives a document recognising its ownership,” Mann said, adding that the initiative would strengthen the rights, dignity and future security of beneficiaries.

He said Punjab had also initiated the process of freeing the state from the Lal Lakir, with around 4,000 villages expected to receive proper property registrations. Mann said the government aims to complete coverage across the state by December.

Under the scheme, houses and plots in notified abadi areas are surveyed and mapped using modern technology, including drone surveys. Property locations and boundaries are identified and ownership details prepared on a house-to-house basis by revenue officials in the presence of Village Level Committees.

The draft maps and ownership details are displayed publicly in villages and shared with Panchayats, while beneficiaries receive their details through WhatsApp for verification and correction before the records are finalised.

Once verified, the Record of Rights is attested and a Property Card is generated. According to the scheme details, the card carries the survey unit number, GPS location, drone map and QR code for online verification.

Mann said formal property records would help reduce ambiguity and disputes over ownership and boundaries. He also said the records could facilitate applications for bank loans against properties, subject to the concerned bank’s rules and eligibility criteria.

The Chief Minister said the first phase proposes distribution of Property Cards in 2,295 villages across Punjab, including 221 villages in Sangrur district. The second phase will cover 1,668 villages, while the third and fourth phases are scheduled for November and December respectively.

He appealed to beneficiaries to carefully verify their names, house details and other information on the Property Cards and approach the concerned authorities if they find any error or ambiguity.

The initiative is also aimed at helping Gram Panchayats maintain accurate maps of houses, roads, drains and public spaces for development planning, while providing the administration with digitised village property records.

Mann also highlighted other development works in Dhuri, including the Rs 47-crore water project, and said canal water was now reaching 88 per cent of agricultural land up to the tail ends. He also referred to the state government’s claims regarding education, healthcare and zero electricity bills.

In a post on X, Mann said the government would not be intimidated by threats from central agencies and reiterated that its objective was to serve Punjab.
