A Delhi court on Saturday took cognisance of the National Investigation Agency’s (NIA) chargesheet in the Red Fort blast case, in which 11 people were killed and several others injured. The Special NIA Court has listed the matter for further hearing on September 9.
The NIA has chargesheeted 13 accused in connection with the November 10, 2025, vehicle-borne improvised explosive device (VBIED) blast near the Red Fort. The alleged prime accused, Dr Umer Un Nabi, was killed in the explosion, and the agency has sought abatement of proceedings against him following his death.
The high-intensity blast triggered a nationwide security alert and caused extensive damage to nearby property.
The agency had initially filed a chargesheet of around 7,500 pages against 10 accused under provisions of the Unlawful Activities (Prevention) Act (UAPA), Bharatiya Nyaya Sanhita (BNS), Explosive Substances Act, Arms Act and Prevention of Damage to Public Property Act.
According to the NIA, the accused were allegedly linked to Ansar Ghazwat-ul-Hind (AGuH), described by the agency as an offshoot of Al-Qaida in the Indian Subcontinent (AQIS).
The initial chargesheet named Aamir Rashid Mir, Jasir Bilal Wani, Dr Muzamil Shakeel, Dr Adeel Ahmed Rather, Dr Shaheen Saeed, Mufti Irfan Ahmad Wagay, Soyab, Dr Bilal Naseer Malla and Yasir Ahmad Dar, besides Umer Un Nabi.
The investigation covered Jammu and Kashmir, Haryana, Uttar Pradesh, Maharashtra, Gujarat and the Delhi-NCR region. The NIA said it examined 588 witnesses, more than 395 documentary records and over 200 seized exhibits and material objects.
On June 27, the agency filed a supplementary chargesheet against Zameer Ahmad Ahanger, Tufail Ahmad Bhat and Muzafar Ahmad alias Faraz alias Zafar, all residents of Jammu and Kashmir, taking the total number of chargesheeted accused to 13.
The NIA has described absconding accused Muzafar Ahmad, a paediatrician and elder brother of Adeel Ahmed Rather, as a founding member of “AGuH Interim” and one of the alleged principal architects of the conspiracy along with Umer Un Nabi, Muzammil, Adeel and Mufti Irfan.
According to the agency, Muzafar attended a secret Eidgah meeting in Srinagar in June 2022, where the AGuH Interim terror module was allegedly established. The NIA further alleged that he was involved in manufacturing, testing and storing TATP-based IEDs at a clandestine facility allegedly operated by Umer and Muzammil at Al-Falah University in Faridabad.
A non-bailable warrant has been issued against Muzafar, who remains absconding, and efforts are underway to trace and arrest him, the agency said.
The NIA has alleged that Zameer, described as an overground worker (OGW) of AGuH Interim, maintained contact with handlers and acted as a courier for arms, ammunition and cash.
Tufail, whom the agency described as a former OGW of the proscribed Lashkar-e-Taiba (LeT), allegedly supplied arms and procured an AK-47, a Krinkov rifle, a pistol, magazines and live ammunition through dead drops arranged by a handler. The weapons were allegedly delivered to Umer Un Nabi for Rs 3 lakh.
The agency has also claimed that multidisciplinary scientific investigation, including forensic examination, geo-location mapping of alleged conspiracy sites and detailed financial-trail analysis, established linkages among the accused.
The allegations contained in the NIA chargesheet are subject to judicial scrutiny and have not been established as proved in court.
