The government has introduced a Concessional Local Pass for eligible non-commercial vehicle owners residing within 20 km of a National Highway fee plaza, with the new facility set to take effect from November 1.
According to the Ministry of Road Transport and Highways, the annual fee for the concessional pass will be ₹1,500 at fee plazas located outside municipal or local town limits and ₹3,000 at toll plazas situated within these limits.
With more than 13 crore FASTags issued across the country, the initiative aims to make travel more economical for eligible residents living near toll plazas and improve ease of commuting.
Eligible non-commercial vehicle owners residing within the specified 20-km radius and possessing a valid, functional FASTag can choose between the existing monthly pass and the new concessional Local Pass for travel through a particular fee plaza.
The pass will be valid only at the designated fee plaza and cannot be transferred to any other plaza.
According to the ministry, the concessional Local Pass will not be available on National Highways or Expressways where toll collection follows a closed user-fee system. It will also not be issued at locations where a service road or alternative road is available for commuters.
The annual local pass will be available at eligible toll plazas from November 1. Commuters will also be able to access the facility through the Rajmargyatra app.
The amendment has been notified through the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026, under the powers conferred by the National Highways Act, 1956. The Central Government may revise the rates annually, with any changes taking effect from April 1.
Meanwhile, the FASTag Annual Pass has crossed the milestone of one crore users since its launch on August 15 last year, the ministry said.
Applicable at around 1,150 fee plazas on National Highways and National Expressways, the FASTag Annual Pass allows eligible users to pay a one-time fee of ₹3,075 for one year of validity or 200 toll plaza crossings, eliminating the need for frequent FASTag recharges.
