Punjab Chief Minister Bhagwant Singh Mann on Thursday handed over appointment letters to 1,746 newly recruited constables at the Punjab Armed Police (PAP) Ground in Phillaur, saying the recruitment would further strengthen the state police force and provide merit-based employment to young people.
Mann said 13,092 personnel had been recruited into the Punjab Police in various ranks over the past four-and-a-half years, while the recruitment process for another 3,298 constables was underway. He added that the state government had so far provided 70,840 government jobs on merit under its “No Cash, No Farmaish” principle.
Addressing the passing-out parade, the Chief Minister congratulated the recruits and their families and urged the new personnel to serve people with dedication, professionalism and a strong sense of responsibility.
He said the latest recruits were joining the government at a time when employment opportunities were being created across the state. According to Mann, the recruitment process had remained transparent and free from cash payments and recommendations, with some candidates securing government jobs more than once in different departments.
Mann also claimed that Punjab provides higher remuneration to its employees than the Centre and other states. “If the Centre or any state government pays ₹36,000 to any of its employees, the Punjab government pays ₹50,000 to them,” he said, describing government employees as the backbone of the state administration.
He said the Punjab Police had a special responsibility because the force also guards the state’s 532-km-long international border with a hostile neighbour. Mann said the police had consistently worked to protect the country’s unity and integrity and maintain peace in the border state.
The Chief Minister warned that forces seeking to disturb Punjab’s hard-earned peace would not be allowed to succeed. He called for continuous modernisation of policing, particularly in investigation, science and technology.
On the government’s anti-drug campaign, Mann said more than 70,000 drug smugglers had been arrested during the past 500-plus days under the “Yudh Nashean Virudh” campaign. He said properties belonging to drug peddlers involved in the illegal trade were being confiscated and demolished.
He urged the newly inducted police personnel to uphold the force’s tradition of combating the drug menace and work proactively for the welfare of the public.
Mann said more than 15,000 appointment letters had been issued in the police force since 2022, while new and upgraded vehicles had also been provided to improve operational efficiency.
1,600 New District-Cadre Posts Approved
The Chief Minister said the government had approved 1,600 new district-cadre posts in the Punjab Police to strengthen career progression within the force. These include 150 Inspector, 450 Sub-Inspector and 1,000 Assistant Sub-Inspector posts, which will be filled through departmental promotions.
He said promotions were being made according to merit and seniority, describing the move as part of the government’s effort to strengthen the police force and enable personnel to discharge their duties more effectively.
Road Safety Force Cuts Accident Deaths
Highlighting Punjab’s road-safety initiative, Mann said the state was the only one in the country with a dedicated Sadak Surakhya Force (SSF).
He said specially trained personnel, including women, had been recruited and equipped with modern vehicles. The SSF has been deployed across approximately 4,200 km of accident-prone highways.
According to the official briefing, the establishment of the force has contributed to a 52.87 per cent reduction in deaths caused by road accidents. Mann said the SSF was also helping deter traffic violations and recalled that Union Minister Nitin Gadkari had praised the initiative in Parliament.
Addressing the recruits, the Chief Minister said their position and authority should be used to assist people, particularly needy and underprivileged sections of society.
“Serve the people with missionary zeal and use your pen and your position to help the needy and underprivileged sections of society,” he said.
Mann expressed confidence that the new recruits would uphold the legacy of the Punjab Police and bring greater professionalism to the force.
Cabinet Minister Mohinder Bhagat, Chief Secretary KAP Sinha, DGP Gaurav Yadav and other dignitaries were present at the event.
