A United Nations Security Council terrorism monitoring team has attributed the deadly Red Fort suicide car bombing that killed 11 people to Al-Qaida in the Indian Subcontinent (AQIS), warning that the group is expanding its operational and financial networks across South Asia.
The Analytical Support and Sanctions Monitoring Team on terrorism, in its latest report to the Security Council, said the attack in November last year “was officially attributed to AQIS”.
The report said AQIS has evolved from a fragmented organisation into a regional terrorist entity, operating through decentralised and scattered cells rather than large formations. It has also established logistics and financial networks to support its operations.
The assessment suggests that AQIS is increasingly adopting urban guerrilla-style tactics in countries such as India, where conventional large-scale militant operations are difficult to sustain.
The monitoring team also expressed concern that AQIS is seeking to exploit Bangladesh to establish operational cells, amid what it described as an intensification of terrorist threats across South Asia.
AQIS was founded in 2014 by then Al-Qaida leader Ayman al-Zawahiri. The UN monitoring team, comprising 10 experts based in New York, assists Security Council sanctions committees dealing with Al-Qaida, Islamic State and the Taliban by tracking terrorist organisations, affiliates and individuals.
The latest assessment marks a shift from an earlier report issued in February, which said Jaish-e-Mohammed (JeM) “was reported to be linked to an attack on the Red Fort”. The new report appears to directly attribute the attack to AQIS. The UN sanctions committee has previously noted that JeM has had close ties with Al-Qaida.
The Red Fort attack also highlighted the involvement of highly qualified professionals in terrorism. At least four doctors were arrested and charged in connection with the case. The suicide bomber, identified as Umar-un-Nabi, allegedly drove the explosives-laden vehicle and was an assistant professor of general medicine at a university in Faridabad.
The report also examined the activities of Tehrik-e-Taliban Pakistan (TTP), noting its restructuring and plans for new divisions focusing on Kashmir and Gilgit, a region under Pakistani control.
The monitoring team provides periodic assessments to help the Security Council determine terrorist threats and consider sanctions against groups and individuals linked to Al-Qaida, Islamic State and associated organisations.
