Punjab Assembly Passes Censure Motion on Paper Leaks, Bhagwant Mann Raises Voice for Gen Z

The Punjab Vidhan Sabha on Monday passed a censure motion by voice vote against repeated paper leaks across the country, with Chief Minister Bhagwant Singh Mann asserting that the state government stands with students demanding transparency and justice in the examination system.

Winding up the debate on the motion, Mann said the future of lakhs of students had been affected due to repeated examination irregularities and criticised the use of force against protesting youth. He said the Punjab government would send the adopted motion to the Prime Minister’s Office, Union Ministry of Education and Union Ministry of Home Affairs, urging strict measures to prevent paper leaks.

The Congress walked out of the House during the debate.

Mann said paper leaks had damaged the credibility of the education system and alleged that several such incidents had occurred in states ruled by the BJP. He claimed that Punjab had not witnessed any paper leak during the four-and-a-half years of the AAP government.

“Not a single paper leak has taken place in Punjab during the last more than four years of our government,” Mann said, adding that cases of cheating detected in examinations were acted upon through FIRs and arrests.

Referring to student protests, the Chief Minister said it was unfortunate that young people raising their voice over their future faced police action instead of accountability. He demanded withdrawal of cases registered against protesting students and compensation for families of students who died by suicide.

Mann said repeated investigations by agencies, including the CBI, had failed to ensure punishment for those responsible for paper leaks. He criticised the Centre’s reliance on fast-track courts, calling it insufficient without accountability.

Highlighting Punjab’s education reforms, Mann said the state had moved from the 27th position in school education rankings to the top position, surpassing states such as Kerala, Maharashtra and Delhi in primary and middle-school education.

He said government schools had shown significant improvement, with the number of students qualifying NEET from government institutions rising from 80 in 2021 to 881 in 2026.

The Chief Minister also highlighted the state government’s recruitment record, claiming that more than 68,000 government jobs had been provided on the basis of merit without recommendations or corruption.

Mann said Punjab’s focus on teacher training, smart classrooms and improved infrastructure had strengthened the education system and reaffirmed the government’s commitment to providing quality education to students from all backgrounds.
