India Moving from ‘Ease of Doing Business’ to ‘Ease of Scaling Business’: Delhi LG Taranjit Sandhu

Delhi Lieutenant Governor Taranjit Singh Sandhu on Saturday said India was moving beyond the era of “ease of doing business” towards a new phase focused on the “ease of scaling business”, innovation and employment generation, in line with Prime Minister Narendra Modi’s vision for economic growth.

Addressing the 121st Annual Session of the PHD Chamber of Commerce and Industry (PHDCCI), Sandhu said India had progressed from an environment marked by fear of doing business to one that facilitated enterprise. The next stage, he stressed, must focus on helping businesses expand, innovate and create jobs.

He said aligning governance, infrastructure, skills, technology, investment facilitation and enterprise development would strengthen India’s position as a competitive destination for international business and help build a more productive, innovative and globally integrated economy.

Sandhu emphasised that the next phase of economic development should turn market potential into productive capacity. Investment must generate employment, skills must improve productivity, technology should drive innovation, and efficient logistics should lower business costs.

He said progress should be measured through tangible improvements in business outcomes rather than procedural reforms alone.

While India’s large consumer market provided a strong foundation for growth, Sandhu noted that market size by itself was not enough to ensure international competitiveness. Businesses also considered a country’s capabilities, infrastructure and institutional environment when deciding whether they could serve domestic consumers efficiently and use the market as a base for wider expansion.

Three priorities for India’s next phase of growth

Outlining the priorities for India’s next economic leap, Sandhu identified talent and labour quality as the first key area. He said a competitive economy required a skilled, adaptable and productive workforce, supported by stronger employability, industry-oriented skills, vocational training and preparation for emerging technologies.

The second priority was technology and innovation, with greater emphasis on technology adoption, research and development, entrepreneurship, and the commercialisation of new ideas.

The third was investment and value creation. Sandhu said investment should not be judged solely by the amount of capital flowing into the country, but also by its contribution to job creation, technological progress, productivity and domestic value addition.

At the session, PHDCCI Senior Vice President Anil Gupta said genuine economic progress depended not only on the pace of growth but also on the wisdom with which it was pursued. He stressed the importance of creating prosperity in the present without compromising the resources, opportunities and well-being of future generations.

Delhi must become a hub for investment and employment

Sandhu said the national capital should emerge as a major centre for enterprise, investment and employment, creating an environment in which businesses could grow and young people could access meaningful work and income-generating opportunities.

He added that economic growth must be clean, non-polluting and labour-centric so that development translated directly into livelihoods for Delhi’s residents.

Sandhu said the push to develop Dwarka as a major investment hub was guided by this principle, linking economic expansion with employment generation and sustainable development.
