The Supreme Court Collegium has recommended the appointment of 12 Additional Judges as permanent judges in the Gauhati, Uttarakhand, Kerala and Andhra Pradesh High Courts.
The recommendations were approved at the Collegium’s meeting held on September 23, according to resolutions published by the Supreme Court.
For the Gauhati High Court, the Collegium approved the recommendation of Justice Kaushik Goswami as a permanent judge. Justice Subhash Upadhyay has been recommended for appointment as a permanent judge of the Uttarakhand High Court.
The Collegium also recommended five Additional Judges for permanent appointment in the Kerala High Court. They are Justice P. Krishna Kumar, Justice K.V. Jayakumar, Justice Muralee Krishna S., Justice Jobin Sebastian and Justice P.V. Balakrishnan.
For the Andhra Pradesh High Court, the Collegium recommended five Additional Judges as permanent judges. They are Justice Maheswara Rao Kuncheam alias Kuncham, Justice Thoota Chandra Dhana Sekar alias T.C.D. Sekhar, Justice Challa Gunaranjan, Justice Avadhanam Hari Haranadha Sarma and Dr Justice Yadavalli Lakshmana Rao.
The recommendations form part of the constitutional process for appointments to High Courts. Under Article 217(1) of the Constitution, Chief Justices and judges of High Courts are appointed by the President.
For considering an Additional Judge for permanent appointment, the Chief Justice of the concerned High Court is required to provide detailed information, including month-wise case disposal and judgments delivered by the judge, along with the number of judgments reported in law journals, duly certified.
The material also includes details of the judge’s total working days, days of actual attendance in court and days of absence during the relevant period for which disposal statistics are submitted.
Additional Judges of High Courts are appointed by the President under Article 224(1) of the Constitution.
The Supreme Court’s Collegium resolutions for all four High Courts were issued on September 23.
