Jammu and Kashmir Chief Minister Omar Abdullah on Friday moved a resolution in the Legislative Assembly calling for the “immediate and urgent restoration” of full statehood to the Union Territory and its forwarding to the Centre.
The resolution was introduced after Question Hour amid noisy scenes and protests by BJP members. The House was later adjourned following the uproar over the resolution.
The resolution states that, in addition to earlier resolutions passed by the Assembly on June 26, 2000, and November 6, 2024, the House calls upon the Government of India to restore full statehood to Jammu and Kashmir.
Moving the resolution, Abdullah referred to the sequence of assurances under which delimitation was to be followed by Assembly elections and then restoration of statehood. He said delimitation and elections had taken place, while the restoration of statehood remained pending.
Abdullah also referred to the Centre’s earlier commitment on statehood, saying that if it had been described as “Modi Ka Wada”, the commitment should have been implemented.
The present resolution specifically focuses on full statehood, separate from the November 2024 resolution, which dealt with special status and constitutional guarantees.
Restoration of statehood has remained a central demand of the Omar Abdullah-led government since it assumed office in October 2024. The Union Territory Cabinet had also adopted a resolution seeking statehood soon after the elected government took charge.
The Supreme Court, while upholding the constitutional changes concerning Jammu and Kashmir in its December 2023 judgment, recorded the Union government’s assurance that statehood would be restored at the earliest and as soon as possible, while directing that Assembly elections be held by September 30, 2024.
Abdullah said the Assembly resolution was intended to remind the Centre of its commitment and sought restoration of the full responsibilities of a state, including responsibility for maintenance of law and order.
The sixth session of the J&K Legislative Assembly began on September 21 and is scheduled to conclude on September 30.
