The Rajasthan government has suspended nine registration certificates covering Assisted Reproductive Technology (ART) clinics, an ART bank and a surrogacy clinic operated by Neelkanth Fertility and Women Care Hospital Private Limited following prima facie violations of laws governing ART and surrogacy services, officials said on Tuesday.
The registrations have been suspended with immediate effect until further orders.
Rajasthan Medical and Health Minister Gajendra Singh Khimsar said the government was committed to ensuring strict compliance with prescribed legal and professional standards in healthcare services.
Rajasthan Principal Secretary (Medical and Health) Gayatri Rathore said the action was taken after an advertisement for an IVF, fertility and test-tube baby centre appeared in the Jaipur edition of an English-language newspaper. The advertisement depicted a fetus in blue.
The department viewed the depiction as a prima facie indication of promotion of sex-selection services, noting that the colour blue is commonly associated with a male child. It subsequently initiated action against the hospital under provisions of the Assisted Reproductive Technology (Regulation) Act, 2021.
Sex selection and sex-selective ART procedures are prohibited under the law.
According to the department, the suspended registrations cover facilities operated by the hospital across Jaipur, Bhilwara, Udaipur, Kota, Jodhpur and Ajmer.
The action includes ART Clinic Level-1 and Level-2 facilities in Bhilwara, Kota, Udaipur, Ajmer and Jodhpur, two ART Clinic Level-2 facilities in Jaipur, a surrogacy clinic in Jaipur and an ART bank in Jaipur.
The state government said ART and surrogacy services must be provided strictly in accordance with applicable laws, regulations and ethical standards.
It warned that direct or indirect promotion of prohibited practices, including sex selection, would not be tolerated and said institutions found violating statutory provisions would face strict action.
The government reiterated its commitment to safe, transparent and quality reproductive healthcare while strengthening compliance with legal and ethical standards at institutions providing ART and surrogacy services.
