The Food Safety and Standards Authority of India (FSSAI) has proposed a single-phase rollout of Front-of-Pack Nutrition Labelling (FoPL), under which packaged food products high in salt, sugar or fat would carry prominent red warning labels.
The proposal was submitted to the Supreme Court through an affidavit after the court sought a clear timeline from the food regulator and the government for introducing front-of-pack warning labels.
Under the proposed framework, packaged food products exceeding prescribed thresholds for specified nutrients of concern would have to display a red hexagon on a white square background on the front of the package. The label is intended to give consumers clear nutritional information at the point of purchase and help them make informed food choices.
FSSAI has proposed implementing the labelling system in a single phase rather than introducing it progressively. The regulator said the warning format bears similarities to the model adopted in Canada and is intended to draw attention to nutrients that may pose health risks when consumed in excess.
The warning would apply if a product exceeds the prescribed threshold for even one nutrient of concern. In such cases, the relevant nutrient would be identified inside the red hexagon. If a product exceeds the limits for two or three specified nutrients, all applicable nutrients would be listed within a single warning symbol.
FSSAI clarified that the proposed requirement would therefore cover products high in any one specified nutrient and would not be limited to foods containing multiple nutrients of concern.
The proposed framework will be subjected to public and industry consultations before the regulations are finalised. FSSAI estimates that it would take about four months to issue and finalise the draft regulations after completion of the consultation process and other procedures required under the Food Safety and Standards Act and related rules.
