Former Andhra Pradesh Chief Minister and YSR Congress Party (YSRCP) president YS Jagan Mohan Reddy on Thursday challenged Chief Minister N Chandrababu Naidu to order a CBI inquiry into alleged irregularities in both the DSC 2025 recruitment examination and the APPSC Group I examination.
Addressing a press conference, Jagan said the YSRCP was prepared to face an investigation into the Group I examination conducted during its tenure and asked whether the TDP-led coalition government was willing to subject the DSC process to the same scrutiny.
Jagan rejected allegations of irregularities in the APPSC 2018 examination, saying it had been conducted transparently and in accordance with court directions. In contrast, he alleged that the DSC process was compromised from the setting of the question paper through the recruitment stage.
He claimed that Chief Minister Chandrababu Naidu and his son, Education Minister Nara Lokesh, had acknowledged irregularities in the Assembly but did not allow the issue to be raised in the Legislative Council. The YSRCP has been boycotting the Assembly over the denial of Leader of Opposition status to Jagan while continuing to participate in Council proceedings.
Detailing his allegations concerning DSC, Jagan said the same institution was entrusted with question-paper preparation and examination-related work, which he claimed created opportunities for corruption and leakage.
He referred to the case of outsourcing employee Naveen, alleging that the employee gained access to the question paper and topped the marks list. Jagan said Naveen’s name was subsequently removed from the second merit list, following which he approached the court.
Jagan also raised questions over recruitment under the sports quota. He alleged that the government initially issued two orders exempting candidates from appearing for the DSC examination, followed by two further orders reversing the earlier provisions after preferred candidates had been accommodated.
According to Jagan, 372 candidates were recruited under the process. He claimed none had participated in international tournaments, while a candidate who had won a gold medal in archery at the National Games was denied a job.
He also alleged that audio recordings concerning an alleged job-trading racket had circulated publicly but no action was taken. Jagan demanded a CBI probe into the DSC process and called for Lokesh’s resignation.
On the Group I examination, Jagan alleged that the issue had been raised by the ruling coalition to divert attention from the DSC controversy and protect the Education Minister. He maintained that the examination process conducted during the YSRCP regime was transparent.
Jagan said the preliminary examination had been conducted when Chandrababu Naidu was Chief Minister and that the YSRCP government had conducted the final examination only for candidates who cleared the preliminary stage.
He said the controversy had put the future of 163 high-ranking officials at risk.
Jagan further explained that although digital evaluation had initially been planned because of the Covid-19 pandemic, manual evaluation was subsequently carried out following court directions. He said the evaluation took place under CCTV surveillance at APPSC offices and educational institutions, using jumbling and bar-code systems that, according to him, prevented evaluators from identifying candidates.
Jagan said examination reforms introduced by his government left no scope for tampering with marks and urged that the scope of any CBI investigation be expanded to include the Group I examination alongside the DSC issue.
