Ahead of the 18th BRICS Summit, scheduled to be held in New Delhi on September 12 and 13, the Delhi Police have put in place a multi-layered security arrangement involving around 15,000 police personnel and 200 companies of paramilitary forces.
The security plan covers the summit venue, airports receiving foreign dignitaries, hotels where delegates are staying and other locations where scheduled or unscheduled meetings may take place.
Special Commissioner of Police, Protective Security Division (PSD), Manish Kumar Agrawal said the primary objective was to ensure the safety of heads of state and government, foreign delegations and ministers while minimising inconvenience to the public.
“Under our multi-layered security framework, comprehensive security measures have been deployed across summit venues, airports receiving dignitaries, hotels where they are staying, and locations where scheduled or unscheduled meetings may occur,” Agrawal said.
The Delhi Police have also issued advisories regarding temporary traffic restrictions on routes likely to be used for VVIP movement. Agrawal clarified that the measures did not mean that routes would remain completely closed.
“I specifically used the term ‘restrictions’; I did not state that any route is completely closed. The restrictions include designated time windows corresponding to VVIP movements,” he said, adding that traffic is briefly halted even during normal VVIP movements.
The officer said VVIP routes had been surveyed and necessary measures taken to prevent any possible sabotage. At Bharat Mandapam, the summit venue, security arrangements include access control, surveillance, vigilance, verification and emergency response mechanisms.
The Delhi Police have also coordinated with neighbouring states to monitor movements in and around the national capital. Agrawal said appropriate action was being taken on the basis of intelligence inputs.
Around 200 companies of paramilitary forces have been provided for deployment along with the 15,000 Delhi Police personnel mobilised for the summit.
The police have also warned against the use of unauthorised sub-conventional aerial platforms during the event. Such platforms, if detected in the airspace, will be treated as rogue drones.
Agrawal said robust aerial security measures had been put in place against drones and other aerial threats in coordination with the Indian Air Force and the National Security Guard (NSG).
The Delhi Police have urged residents and commuters to follow the temporary advisories issued for the summit period to avoid inconvenience and ensure smooth movement during VVIP convoys.
