In a significant administrative development, the Odisha government has undertaken a major reshuffle in its Indian Administrative Service (IAS) cadre, aimed at optimizing governance and improving operational efficiency across various departments.
This high-level reshuffle comes in response to increasing political pressure and administrative challenges, as the state gears up to streamline public service delivery.
According to a notification from the General Administration and Public Grievance (GA & PG) Department, several senior IAS officers have been reassigned to crucial positions.
Key Transfers Include:

Hemant Sharma, Additional Chief Secretary of the Industries Department and Chairman of IPICOL, will now also serve as the Additional Chief Secretary of the Information & Public Relations Department.

Sanjay Kumar Singh’s additional appointment as Principal Secretary to the Information & Public Relations Department has been withdrawn.

Sanjeeb Kumar Mishra (1997 batch), currently Principal Secretary of the Odia Language, Literature & Culture Department and ST & SC Development, has been appointed as Principal Secretary of the Finance Department. He will continue holding the additional charge of Chairman, IDCO.

N.B.S. Rajput (1999 batch) has been named Principal Secretary of the Public Enterprises Department, while also retaining his role as CMD of OSRTC.

Bhaskar Jyoti Sarma, Principal Secretary to the Sports & Youth Services Department and CMD of OPTCL, has been appointed as Principal Secretary of the Excise Department. He retains his CMD role at OPTCL.

The additional responsibility of Guha Poonam Tapas Kumar as Commissioner-cum-Secretary of the Excise Department has been removed.

Roopa Roshan Sahoo (2006 batch), currently RDC (Southern Division) in Berhampur, is appointed as Commissioner-cum-Secretary to the Governor of Odisha.

Sachin R. Jadhav will now serve as Secretary of the Sports & Youth Services Department while continuing as RDC (Northern Division), Sambalpur and CEO of WODC.

Bhupendra Singh Poonia (2008 batch) has been appointed as Commissioner-cum-Secretary of the Skill Development & Technical Education Department. He will also continue as MD, IPICOL.
This reshuffle is seen as a strategic step by the Odisha government to ensure smooth coordination between departments and foster better implementation of developmental schemes. The changes are expected to inject fresh energy into the state’s administrative machinery.
