Bhubaneswar Police have arrested a 55-year-old Odisha Administrative Service (OAS) officer for allegedly sexually abusing a junior female colleague working in the state Commerce and Transport Department, police said on Friday.
The accused, identified as Arun Kumar Biswal, is a resident of Kujanga in Jagatsinghpur district and is reportedly posted as Additional Secretary in the Transport Department. The woman, who is unmarried, works in the same department on a contractual basis.
According to police, Biswal allegedly entered the woman’s rented residence late Thursday night and physically assaulted her before allegedly attempting to sexually abuse her. The woman subsequently called the police, following which personnel from the Police Control Room reached her residence and took Biswal to the police station.
“The accused entered the woman’s house late Thursday night and physically abused her there. He also tried to sexually abuse the victim, who later called the police over the phone,” Kharvelnagar police station Inspector-in-Charge Debendra Kumar Biswal said.
The woman later submitted a written complaint at Kharvelnagar police station. Based on her complaint, police registered case No. 657/2026 under Sections 109(1), 115(2), 296, 351(2), 351(3) and 64(2)(b) of the Bharatiya Nyaya Sanhita (BNS), 2023. The charges include allegations relating to attempt to murder and sexual assault of a subordinate woman employee by a public servant.
Police said they have collected CCTV footage from the area and other digital evidence as part of the investigation. The woman’s statement has also been recorded.
According to police, the woman is experiencing severe mental distress following the alleged incident.
Investigators further alleged that Biswal had previously proposed to the woman and had physical relations with her on several occasions after allegedly threatening her. Police said he allegedly possessed objectionable photographs and videos of the woman on his mobile phone and had allegedly used them to pressure her into continuing a sexual relationship over the past seven to eight months.
The investigation is underway.
