The Election Commission has clarified that eligible citizens can register as voters without waiting for any revision of electoral rolls, with the law providing four qualifying dates — January 1, April 1, July 1 and October 1 — for enrolment.
According to EC officials, a person whose name is not on the electoral roll, or who turns 18 on any of the four qualifying dates, can apply for registration under the provisions of the Representation of the People Act, 1950. The applicant must be an Indian citizen, ordinarily resident in the relevant constituency and not otherwise disqualified from being registered as an elector.
The clarification comes amid reports that a delay in the annual Special Summary Revision (SSR) could affect the timely enrolment of young citizens becoming eligible to vote.
Officials said both Special Summary Revision and Special Intensive Revision (SIR) are conducted under Section 21(3) of the Representation of the People Act and are not mandatory exercises that have to be conducted together. They said there is no legal requirement for both processes to be undertaken simultaneously.
The ECI’s own electoral-roll guidelines state that, while the annual summary revision is normally conducted with January 1 as the qualifying date, applications linked to the subsequent qualifying dates can also be submitted during the year.
The officials also pointed to the Commission’s efforts to increase participation among younger voters. The number of voters aged 18-29 stood at 21.7 crore in the electoral rolls prepared with January 1, 2025, as the reference date, according to ECI data reported ahead of National Voters’ Day.
The clarification has come against the backdrop of reports about differences within the Election Commission over electoral-roll processes and the timing of revisions.
