The Maharashtra government is set to introduce an integrated digital identification system, ‘Maha-ID’, aimed at making access to public services faster, more transparent and largely paperless.
The digital identifier will be linked to an individual’s Aadhaar and is intended to function as a common gateway for accessing government schemes, subsidies, information and services offered by different state departments. It will not be a separate identity document.
Chief Minister Devendra Fadnavis has directed government departments to make greater use of information technology and artificial intelligence to enable citizens to access services from their homes.
The Maha-ID is expected to eliminate the need for citizens to repeatedly submit documents already available in government databases, including domicile and income certificates and ration card details.
The initiative is expected to be outlined by Fadnavis around Independence Day, with the formal launch of the project likely to follow soon after.
The system is expected to benefit students, farmers, senior citizens, women entrepreneurs and economically weaker sections. At present, students applying for state scholarships often have to register separately on education portals, while farmers seeking subsidies may be required to repeatedly submit identity, land and bank details. Beneficiaries of welfare schemes may similarly have to provide certificates that are already available with other government departments.
The government aims to address these duplications through the integration of Maha-ID with the ‘Maha-Sarathi’ portal under the Electronics, Information Technology and Artificial Intelligence Department.
According to government sources, citizens will register on the designated portal and provide the required details, following which a digital Maha-ID incorporating their Aadhaar framework will be generated.
The proposed system will allow previously verified information to be reused for eligible services. Interlinking departmental databases is also expected to enable information required by one department to be retrieved from another, reducing operational silos and repeated verification.
The government said the single-ID system would also reduce the need for citizens to maintain multiple accounts, usernames and passwords while applying for different services.
