Lucknow, October 23, 2026 (Yes Punjab News)

Uttar Pradesh Chief Minister Yogi Adityanath on Friday said citizen satisfaction was the true measure of a public servant’s performance, warning that people should not be forced to run from one government office to another to get routine work done.

Speaking at the Northern Regional Workshop of the ‘Sadhana Series’ under Mission Karmayogi in Lucknow, Adityanath compared such administrative delays to situations depicted in the popular television serial Office-Office, where ordinary citizens struggle to get their work done through the bureaucracy.

The Chief Minister announced three key initiatives aimed at improving governance: developing the Dr Ram Manohar Lohia Uttar Pradesh Academy of Administration and Management (UPAAM) as an Artificial Intelligence (AI) Centre of Excellence, strengthening the capacity of personnel in panchayats and urban local bodies, and implementing the principle of “Right Person for the Right Role”.

Adityanath said repeatedly sending citizens between government offices reflected poorly on the administrative system. He cited the difficulties faced by elderly people seeking pensions and other residents whose routine but important problems often remained unresolved.

He stressed that public administration must focus on timely grievance redressal, simplified procedures and better delivery of public services, rather than treating training merely as a means of obtaining certificates.

“Efforts will be made to link officials’ and employees’ performance, achievements, and success stories with their Annual Confidential Reports (ACRs) and promotions,” he said.

The Chief Minister said both deliberate delays and failures caused by a lack of information were serious administrative concerns. He added that placing an incompetent person in a position of responsibility was as problematic as allowing a negligent employee to continue in that role.

Adityanath also urged government employees to give their responsibilities the same importance they attached to their rights and career advancement.

He said the genuine problems of ordinary citizens must remain the administration’s priority, warning that public service lost its purpose when elderly people, young citizens, women, farmers and others in need were forced to return disappointed without timely solutions.

UPAAM to Be Developed as AI Centre of Excellence

Emphasising the growing role of technology in governance, Adityanath called on the Capacity Building Commission to support the development of UPAAM as an AI Centre of Excellence.

He said artificial intelligence, data analytics and digital technologies were rapidly transforming governance, making it essential for public servants to develop the skills required to adapt to these changes.

“Technology can accelerate governance, simplify procedures, and improve decision-making, but only a spirit of service can make administration truly sensitive to citizens’ needs,” he said.

Focus on Panchayats and Urban Local Bodies

The Chief Minister also stressed the need to strengthen the capabilities of personnel working in gram panchayats, nagar panchayats, municipal councils and municipal corporations.

He said local bodies were fundamental to governance and needed to become more efficient, accountable and responsive to citizens. Strengthening their capacity, he added, was essential to ensuring that government schemes reached the last person.

Adityanath reiterated the importance of placing the right person in the right role and asked the Capacity Building Commission to work with UPAAM to link employees’ performance, achievements and success stories with their ACRs and promotions.

According to the Chief Minister, such measures would help align official responsibilities with individual competence, improve accountability and make public administration more responsive to citizens’ needs.
