RBI Imposes Rs 26.82 Lakh Penalty on TransUnion CIBIL for Regulatory Non-Compliance

The Reserve Bank of India (RBI) has imposed a monetary penalty of Rs 26.82 lakh on TransUnion CIBIL Limited for failing to comply with certain provisions of its directions on compensation to customers for delayed updation and rectification of credit information.

According to an RBI statement issued on Friday, the statutory inspection of TransUnion CIBIL was conducted with reference to its financial position as of March 31, 2025.

The action followed supervisory findings of non-compliance with RBI directions and subsequent correspondence with the company. The central bank issued a notice to TransUnion CIBIL asking it to explain why a penalty should not be imposed for the reported violations.

After examining the company’s response, additional submissions and oral arguments made during a personal hearing, the RBI found that TransUnion CIBIL had failed to credit compensation to the bank accounts of certain eligible complainants within the prescribed timeframe.

The RBI said the failure warranted the imposition of the monetary penalty.

The penalty was imposed under Section 25(1)(iii), read with Section 23(4), of the Credit Information Companies (Regulation) Act, 2005, through an order dated August 31.

The central bank clarified that the action relates to regulatory compliance deficiencies and does not constitute a ruling on the validity of any transaction or agreement entered into by TransUnion CIBIL with its customers.

The RBI also said the penalty was without prejudice to any other action that may be initiated against the company.

TransUnion CIBIL is a credit information company, or credit bureau, that collects and maintains records relating to loans and credit cards of individuals and businesses.

The company provides credit information services to banks, financial institutions, non-banking financial companies (NBFCs), housing finance companies, microfinance institutions and insurance firms, besides serving MSMEs, corporate entities and individual consumers.
