New Delhi, October 31, 2026 (Yes Punjab News)

Several financial and regulatory changes are set to take effect from November 1, affecting mutual fund investors, pensioners, telecom subscribers and businesses operating under the Goods and Services Tax (GST) framework.

The changes cover investment options, annual pension life certificates, caller identification services and GST provisions relating to discounts, credit notes and refunds.

Mutual fund investment rules

From November 1, all asset management companies (AMCs) will be required to make direct plans the default option on their digital investment platforms.

Investors choosing regular plans will have to be informed about the higher expense ratios associated with these schemes. The measure is aimed at improving transparency and helping investors make informed decisions.

Annual life certificate for pensioners

November also marks the annual life certificate submission period for pensioners below 80 years of age. They can submit their certificates between November 1 and November 30.

Pensioners aged 80 years and above were allowed to begin the process from October 1. They can submit their certificates either by visiting bank branches or through digital modes using Aadhaar-based authentication and facial recognition under the Jeevan Pramaan facility.

The Pension Fund Regulatory and Development Authority (PFRDA) has also introduced the UPS Jeevan Setu Digital Life Certificate facility for Unified Pension Scheme (UPS) subscribers. Eligible pensioners are required to submit their annual digital life certificates through the Protean e-Gov application by November 30.

Caller name display on mobile phones

Telecom subscribers will also see a change from November 1, with the Department of Telecommunications (DoT) making Calling Name Presentation (CNAP) services mandatory for telecom service providers.

The feature will display the caller’s name along with the phone number on incoming calls, making it easier for users to identify callers. It is also intended to help curb anonymous and potentially fraudulent calls.

Changes in GST provisions

Several GST-related amendments will also come into force from November 1.

The revised provisions cover post-sale discounts, credit notes and GST refunds. They modify the conditions for excluding eligible post-sale discounts from taxable value and include provisions relating to input tax credit reversals.

The refund framework for businesses affected by inverted duty structures has also been updated under the new rules.
