Montreal, October 31, 2026 (Yes Punjab News)

Canada and the European Union have agreed to work towards creating an “Associate Member” status for Canada, a partnership designed to bring the country closer to the bloc without granting it full membership.

The announcement followed the 21st Canada-EU summit, held in Montreal on October 29 and 30, where Canadian Prime Minister Mark Carney hosted European Council President Antonio Costa and European Commission President Ursula von der Leyen.

Carney described the proposed arrangement as the deepest possible partnership short of full EU membership. Costa said the leaders had agreed to pursue an ever-closer association, while the Canadian Prime Minister’s Office said the substance, scale and scope of the proposed status would be worked out over the coming months.

The two sides also launched what they called an “Alliance for the Future”, backed by more than 20 measures covering trade, technology, research, energy and defence.

Canada and the EU concluded a Digital Trade Agreement and negotiations on a Competition Agreement. Canada also joined the European High Performance Computing Joint Undertaking, giving Canadian researchers access to the JUPITER supercomputer.

Other initiatives include a treaty framework allowing the European Investment Bank to invest in Canadian critical minerals projects, a study on expanding Canadian liquefied natural gas exports to Europe and work on a proposed transatlantic data cable.

Canada will also pursue wider participation in the Erasmus+ education programme and negotiations to join the next Horizon Europe research programme.

In defence cooperation, the announcement included Canada’s second contract under the EU’s Security Action for Europe (SAFE) initiative. The contract, worth more than $44 million, will see Montreal-based Galvion supply military helmets to Latvia.

Carney said the partnership was rooted in shared history, common values and mutual respect, adding that sovereignty meant having the freedom to make decisions on one’s own terms.

The EU is Canada’s second-largest trading partner for goods and services, with bilateral trade estimated at around $178 billion in 2025, according to the Canadian government.
