Delhi Chief Minister Rekha Gupta on Saturday urged citizens, vehicle owners, construction agencies, institutions, resident welfare associations (RWAs) and commercial establishments to comply with a series of air pollution control measures coming into force from Sunday.
The restrictions include a ban on the entry of non-BS-VI vehicles registered outside Delhi, work-from-home arrangements for 50 per cent of office staff, and a prohibition on construction and demolition activities.
Gupta said the Delhi government’s Environment Department had made the necessary preparations to implement the measures. The Transport Department, Delhi Traffic Police, Delhi Pollution Control Committee (DPCC), Municipal Corporation and other concerned agencies have been directed to ensure strict enforcement.
According to the Environment Department, the measures are aimed at tackling pollution at its source. Special enforcement teams will be deployed, while compliance will be monitored through Automatic Number Plate Recognition (ANPR) cameras and the AI-enabled Integrated Command and Control Centre (ICCC).
Vehicle restrictions
From November 1 to January 31, vehicles registered outside Delhi that meet BS-IV or older emission standards will not be allowed to operate in the national capital.
CNG and electric vehicles, ambulances, fire tenders, police vehicles and other notified exempt vehicles will be allowed to operate.
Construction and demolition ban
All dust-generating demolition and outdoor civil construction activities will remain prohibited from November 1 to January 31.
Essential public infrastructure projects will be exempted subject to prescribed conditions. Indoor finishing, plumbing and electrical work at construction sites may continue, provided dust-control standards are strictly followed.
Higher parking charges
Parking fees at authorised parking lots across Delhi will be doubled from November 1 to February 28. Parking facilities owned and managed by the Delhi Metro Rail Corporation (DMRC) will be exempt from the increase.
Work-from-home arrangements
The government has also introduced a system under which a maximum of 50 per cent of staff in government and private offices will attend physically from November 1 to January 31. The remaining employees will work from home.
Essential and emergency services will be covered by prescribed exemptions.
To reduce traffic congestion, Municipal Corporation of Delhi offices will operate from 8.30 a.m. to 5 p.m., while Delhi government offices will function from 10 a.m. to 6.30 p.m.
The Environment Department said enforcement activities, ANPR camera data, recorded violations, challans issued and action taken at construction sites would be monitored through the AI-enabled ICCC.
Special enforcement teams have been instructed to act immediately on reports of violations.
