The Election Commission of India (ECI) on Saturday extended by one month the deadline for filing claims and objections under the ongoing Special Intensive Revision (SIR) of electoral rolls in Delhi, giving electors time until October 30 to submit their applications. The deadline for disposal of notices, claims and objections has been extended to November 30.
The earlier deadline for Delhi electors whose names were missing from the draft electoral roll to submit Form 6 along with supporting documents was September 30.
The decision was taken at a meeting of the Commission chaired by Chief Election Commissioner Gyanesh Kumar and attended by Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi. The extension followed a request from the Chief Electoral Officer, Delhi.
The Commission also eased the requirement for physical appearances by electors who receive SIR notices over unmapped records or logical discrepancies. Such electors will ordinarily not be required to appear personally before the Electoral Registration Officer (ERO) or Assistant Electoral Registration Officer (AERO).
Under the revised process, Booth Level Officers (BLOs) will visit the homes of such electors to collect the required documents and upload them on the ECINet platform for consideration by the ERO.
Only in exceptional cases, as determined by the ERO, will a hearing be required, with the Commission saying it should preferably be conducted online. An adult family member may also be authorised by an elector to attend the hearing on their behalf, where necessary.
The ECI said facilities for online hearings would be strengthened and that District Election Officers would arrange adequate help desks and special camps, as required, for people living in night shelters, labourers, poor people and homeless citizens.
The Commission also extended the deadline for claims and objections in Maharashtra to October 12. The disposal deadline there has been extended to November 10.
The ECI said SIR has already been completed in 20 States and Union Territories, including Bihar and West Bengal. It reiterated that people whose names are left out during or after the SIR process, including young and first-time voters, can apply to the concerned ERO for inclusion through continuous updating of electoral rolls.
The latest decisions come amid continuing political and public debate over the SIR exercise and the handling of electoral rolls. The Commission has maintained that the revision process includes mechanisms for verification, claims and objections, and inclusion of eligible voters.
The Commission said the final nationwide number of electors would be known only after final publication of electoral rolls in the remaining states and Union Territories covered under Phase III.
