New Delhi, October 20, 2026 (Yes Punjab News)

The Congress on Tuesday posed three questions to Union Parliamentary Affairs Minister Kiren Rijiju over the government’s position on delimitation, seeking clarity on whether it has prepared a fresh proposal, why it is resisting an all-party meeting and whether it plans to revive a Constitution Amendment Bill defeated in the Lok Sabha.

Congress general secretary and Rajya Sabha MP Jairam Ramesh raised the questions a day after Rijiju responded to Congress president and Leader of the Opposition in the Rajya Sabha, Mallikarjun Kharge, who wrote to Prime Minister Narendra Modi on October 16 seeking an all-party meeting before any delimitation proposal is finalised.

Rijiju rejected the allegation that the Opposition had been ignored, saying he had contacted the Congress on several occasions in March and April 2026 but had not received dates for discussions. He also cited consultations with parties including the DMK, Samajwadi Party and Shiv Sena (UBT).

In a post on X, Ramesh alleged that Rijiju’s response referred to selective consultations held by Union Home Minister Amit Shah in March but did not address commitments allegedly made during those discussions. He said these commitments were not reflected in the Constitution Amendment Bill subsequently taken up in the Lok Sabha.

Ramesh noted that the Bill was defeated on April 17, 2026, adding that most of the parties reportedly consulted by the government had voted against it.

The Congress leader’s first question was whether the Modi government had a firm new delimitation proposal that it had discussed with any political party.

His second question was why the government was refusing to convene an all-party meeting to discuss any fresh proposal collectively and transparently. Ramesh said Kharge had raised the demand six times in writing — four times with the Prime Minister and twice with Rijiju.

The third question was whether the government intended to bring back the defeated Constitution Amendment Bill and attempt to secure its passage again.

The exchange highlights the continuing political disagreement over the government’s approach to delimitation and the Opposition’s demand for broader consultation before any new proposal is finalised.
