Jammu, October 14, 2026 (Yes Punjab News)
A special National Investigation Agency (NIA) court in Jammu on Wednesday declared Pakistan-based terrorist Mushtaq Ahmad Mir, a native of Rajouri district, a proclaimed offender in a 2022 terror-funding case, officials said.
Mir was declared a proclaimed offender over his alleged links with the Al-Huda Education Trust (AHET) and the activities of the banned Jamaat-e-Islami (Jammu and Kashmir).
A resident of Thanamang village in Darhal tehsil of Rajouri district, Mir crossed the Line of Control (LoC) in 1995-96 to join terrorism. He is currently believed to be operating from Pakistan and Pakistan-occupied Kashmir (PoK), officials said.
The Special NIA Court in Jammu is designated under Section 11 of the National Investigation Agency Act to exclusively try scheduled terror-related and national security offences in Jammu and Kashmir. Judge Prem Sagar is the presiding officer of the court, which was designated by the Union Ministry of Home Affairs through Gazette Notification S.O. 4697(E).
The court has issued several significant orders and rulings in 2026 in cases involving alleged terrorism, separatism and national security offences.
In one such order, the court declared Nazir Hussain, a resident of Poonch believed to be operating from Pakistan-occupied Kashmir, a proclaimed offender under Section 84 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). Hussain is an accused in an alleged cross-border terror-grenade smuggling conspiracy.
The court also rejected the bail plea of Kashmiri separatist leader Shabir Shah in a long-standing case under the Unlawful Activities (Prevention) Act (UAPA), citing concerns related to national security and public order.
In the 2019 Pulwama terror attack case, the court rejected multiple interim and regular bail applications in August and September 2026.
In August, the court declined interim bail to Shafiq Ahmed Sheikh, an accused in the Sunjwan terror attack case, who had sought permission to attend his sister’s wedding. Instead, it allowed him to watch the ceremony through video conferencing from Kot Bhalwal prison.
In September, the court ordered the attachment of properties belonging to accused Fayaz Ahmed Mir under Section 33(1) of the UAPA. The properties include residential land, commercial shops and agricultural land in Bumhama village of Baramulla district.
