Former Punjab DGP Mustafa Urges Warring to Step Down as PPCC Chief in Congress’ Interest; Urges High Command to Act Decisively

Former Punjab Director General of Police (DGP) Mohd Mustafa has urged the Congress high command to replace Punjab Congress president Amarinder Singh Raja Warring, saying he should step down in the larger interest of the party. In a strongly worded open letter addressed to the Congress leadership, Mustafa argued that the Punjab unit requires decisive, merit-based leadership to overcome the ongoing organisational crisis.

The two-page letter, shared by Mustafa on X, is titled “An Open Letter to the Congress Top Brass: An Unsolicited Advice & Plea for Decisiveness.” Mustafa described himself as a concerned well-wisher of the Congress who is not a party member but whose family has remained actively associated with the Congress for three generations.

Referring to the recent developments in the Punjab Congress, including the events in Morinda, Mustafa described the past six months as a “textbook example of the theatre of the absurd” and blamed the present situation on what he termed the indecisiveness of the party’s leadership.

He alleged that the Congress high command had shown excessive leniency towards certain leaders who believed they were “bigger than the party” and claimed that individuals who joined the Congress as recently as 2012 were now attempting to dictate terms to the organisation.

Raja Warring Should Step Down

Outlining what he termed the “path forward”, Mustafa said Punjab Congress president Amarinder Singh Raja Warring should voluntarily step down and leave the next course of action to the party leadership.

According to Mustafa, Raja Warring has alienated large sections of the Punjab Congress leadership due to what he described as immaturity, excessive ambition and the influence of his adviser-in-chief Sandip Sandhu. He argued that Warring should now reciprocate the generosity shown to him by the Congress and step aside in the larger interest of the party.

Mustafa also advised the Congress leadership that, if it decided to appoint a new Punjab Congress chief, the selection should be made strictly on merit rather than to placate or accommodate any faction. He said Punjab required a leader capable of taking on the incumbent government directly instead of someone focused on securing the party post through political manoeuvring.

Calls for Strong Leadership

The former DGP further urged the Congress leadership not to allow itself to be “held hostage by the whims of a few individuals” and stressed that decisions should be taken on merit rather than under pressure.

He advocated choosing leaders with impeccable credentials from any major community instead of those who had merely mastered the art of cultivating influential connections, saying that overlooking merit would only perpetuate poor judgment within the organisation.

Mustafa also called upon the Congress high command to reassert its institutional authority by disciplining those allegedly damaging the organisation and publicly criticising the party’s central leadership.

Warns of More Political Turmoil

Warning that the recent Morinda episode was “merely the beginning,” Mustafa claimed similar orchestrated political confrontations could continue, including attempts to project a chief ministerial face for the 2027 Punjab Assembly elections.

He remarked that Punjab’s political culture rewarded courage and decisiveness while rejecting indecision, adding that “Rahul Gandhi is the Congress in Punjab—not the other way round.”

In his concluding remarks, Mustafa said he believed Rahul Gandhi was receptive to constructive criticism and advised him to first undertake course correction before taking disciplinary action.

Ending the letter with an appeal for immediate intervention, Mustafa wrote:

“It is time now to act and must act before it is too late, for late it already is.”
