Patna, November 5, 2026 (Yes Punjab News)

The Central Bureau of Investigation (CBI) on Thursday arrested proclaimed offender Raja Bihari from Punpun in Bihar in connection with a nearly two-decade-old bank fraud case, an official said.

According to the CBI, the case involved 21 accused, including Raja Bihari, and was registered under provisions of the Indian Penal Code and the Prevention of Corruption Act, 1988.

Investigators alleged that Raja Bihari had obtained a loan from Allahabad Bank’s Patliputra Colony branch in Patna in conspiracy with bank officials and middlemen by using forged title deeds, fabricated property documents and fake guarantor credentials.

After completing the investigation, the CBI filed a chargesheet against 21 accused, including Bihari, on October 30, 2009. The Special CBI Court took cognisance of the chargesheet on November 12, 2009.

The accused had allegedly avoided joining the investigation from the beginning and remained absconding, evading trial. He was subsequently declared a proclaimed offender by the Special Court.

Acting on intelligence inputs and sustained efforts, a dedicated CBI team traced and arrested Bihari from Punpun on Thursday, the agency said.

In a separate case, a CBI court in Lucknow convicted former Bank of Baroda branch manager Subodh Kumar Rastogi and sentenced him to four years of rigorous imprisonment, besides imposing a fine of Rs 30,000, in a 2015 bribery case.

Rastogi was serving as the branch manager of the bank’s Balrampur branch in Uttar Pradesh when he allegedly demanded and accepted illegal gratification from a borrower.

The CBI registered the case on October 26, 2015, following a complaint by a businessman who had secured a Rs 5 lakh loan to expand his solar lights business.

According to the complaint, while disbursing Rs 1.25 lakh as a term loan, Rastogi collected around Rs 25,000 under the pretext of chartered accountant fees, stamp paper charges and file processing expenses.
