New Delhi, November 6, 2026 (Yes Punjab News)
The Election Commission of India (ECI) on Friday directed the Chief Electoral Officers (CEOs) of Delhi, Maharashtra, Haryana, Andhra Pradesh, Jharkhand, Telangana and Nagaland to provide one more opportunity to voters left out during the ongoing Special Intensive Revision (SIR) to get their names included in the final electoral rolls.
The opportunity will be available to voters who were issued enumeration forms but whose names could not be included in the draft electoral roll because they were marked as Absent, Shifted, Dead or Duplicate (ASDD).
The Commission directed that booth-wise lists of such voters, whose enumeration forms were not received and whose names were consequently excluded from the draft rolls, be displayed afresh on the notice boards of the respective polling stations.
The ECI clarified that voters marked as ASDD who have shifted residence within the same state will not need to submit Form-8. Instead, they must submit an enumeration form along with a statement in Annexure-C, providing their new address and Assembly Constituency details.
It also clarified that voters who have already submitted Form-6 for fresh enrolment during the SIR need not submit the enumeration form again. Their applications will be processed in accordance with the Commission’s clarification dated November 3.
Partially filled enumeration forms for all such ASDD voters will be generated afresh on the Electoral Registration Officer’s (ERO) dashboard on ECINET. District Election Officers (DEOs) and EROs have been directed to make every possible effort to contact the voters through Booth Level Officers (BLOs) and ensure delivery of forms either physically or through WhatsApp, email or SMS, wherever contact details are available.
The Commission further said BLOs would coordinate with Booth Level Agents (BLAs) of political parties and undertake house-to-house visits, besides making enquiries with neighbours, family members and Resident Welfare Associations (RWAs), to trace the voters.
The ECI said CEOs would put in place a comprehensive monitoring mechanism to ensure implementation of the directions and that no voter is deprived of the opportunity to have their name included in the final electoral roll.
