Delhi Police arrest proclaimed offender wanted in 69 criminal cases

In a major breakthrough under the ongoing special drive against proclaimed offenders and externees, a team of Hauz Qazi Police Station in the national capital on Saturday apprehended a notorious proclaimed offender involved in 69 criminal cases, who had been absconding, to evade judicial proceedings in a theft case.

The accused, identified as Babloo alias Narendra alias Prem, a resident of Multani Dhanda in Delhi’s Paharganj, was arrested following sustained technical surveillance, local intelligence gathering, and manual monitoring conducted by the police team.

According to police officials, the accused had been deliberately avoiding court proceedings to escape punishment after being declared a proclaimed offender in an FIR under Sections 379/411 of the IPC registered at Rajender Nagar Police Station.

He was declared a proclaimed offender on April 2, 2026, by Preeti Rajoria, Judicial Magistrate First Class in Delhi’s Tis Hazari Court.

A dedicated team comprising Head Constable Sanjay Nain, Head Constable Sandeep, and Constable Kushal was constituted under the supervision of the Hauz Qazi Police Station Station House Officer and the Kamla Market Assistant Commissioner of Police, Sulekha Jagarwar.

The team continuously worked on technical inputs and manual intelligence to trace the accused.

During the investigation, police teams repeatedly visited the residence of the accused, but he remained untraceable.

However, the police team maintained close surveillance and also developed information through secret informers.

On May 7, the police received specific information regarding the presence of the accused in the Wazirpur area of Delhi.

Acting swiftly on the tip-off, the police team conducted a raid in JJ Colony at Wazirpur, where the accused was successfully apprehended.

Police officials said that Babloo alias Narendra alias Prem, aged around 45 years, has a long criminal history spanning several decades. His criminal record includes involvement in cases related to theft, robbery, snatching, possession of illegal arms, assault, cheating, and violations under various sections of the IPC, Arms Act, and other laws.

The accused has been previously booked in numerous police stations across Delhi, including Connaught Place, Nabi Karim, Paharganj, Barakhamba Road, Tughlak Road, Rajinder Nagar, Sabzi Mandi, Mandir Marg, DBG Road, Kashmiri Gate Metro, Model Town, and Railway Main Delhi, among others.

Police records reveal that several cases against him involved offences under Sections 379, 411, 392, 356, and 34 IPC related to theft, robbery, and snatching incidents. He was also involved in multiple Arms Act cases registered at police stations, including Nabi Karim, Janakpuri, and Paharganj.

Apart from theft and robbery-related offences, the accused also faced charges under Sections 420, 468, 471, and 120B of the IPC in a cheating and forgery case registered at Chanakya Puri police station.

Other cases against him include assault, criminal intimidation, and violations under the Delhi Police Act and Bharatiya Nyaya Sanhita provisions.

Police said that despite repeated legal action and arrests in the past, the accused continued to engage in criminal activities and frequently changed locations to avoid arrest and court appearances.

The arrest has been termed a significant achievement for the Central Delhi Police as the accused had remained elusive for a prolonged period.

Officials said that the operation reflects the district police’s commitment to tracing proclaimed offenders and habitual criminals involved in repeated offences across the national capital.

Further legal proceedings in the matter are underway.(Agency)
