Punjab & Haryana High Court Suspends Judge Who Discharged Sudhir Parmar in Corruption Case

The Punjab and Haryana High Court has placed judicial officer Rajeev Goyal under suspension with immediate effect pending disciplinary proceedings against him.

Rajeev Goyal had earlier served as Special Judge of the CBI Court in Panchkula and is presently posted as Additional District and Sessions Judge at Kaithal.

According to an official order issued by the High Court on May 29, the suspension was ordered by the Chief Justice and Judges in exercise of powers under Article 235 of the Constitution of India read with Rule 4(b) of the Haryana Civil Services (Punishment and Appeal) Rules, 2016.

The order stated that disciplinary proceedings against the officer are under contemplation. However, the High Court order did not specify the nature of the allegations or disclose the grounds on which the proposed proceedings are based.

The suspension order further directed that Rajeev Goyal’s headquarters during the suspension period would remain at Kaithal, and he would not leave the headquarters without prior permission from the District and Sessions Judge, Kaithal.

The order also stated that he would be entitled to subsistence allowance as per the Haryana Civil Services (General) Rules, 2016.

The development assumes significance in the backdrop of recent proceedings involving suspended judicial officer Sudhir Parmar, who had earlier served as Special Judge of the CBI Court in Panchkula before Rajeev Goyal.

Recently, while serving as Additional Sessions Judge at Panchkula, Rajeev Goyal had discharged Sudhir Parmar, Parmar’s nephew Ajay Parmar and three representatives of real estate firms in a corruption case registered under the Prevention of Corruption Act.

Sudhir Parmar was suspended by the Punjab and Haryana High Court in April 2023 following raids conducted by the Haryana Anti-Corruption Bureau (ACB) in connection with an alleged bribery case.

Subsequently, the Enforcement Directorate filed a prosecution complaint in a money laundering case linked to the alleged bribery racket. In 2024, the ED also chargesheeted Sudhir Parmar in the matter.

According to the ED, its investigation originated from an FIR registered by the Haryana ACB and focused on tracing alleged proceeds of crime linked to bribery. The agency had alleged that illegal gratification received by Sudhir Parmar was routed through bank accounts belonging to his relatives.

The ED had further alleged that undue benefits amounting to nearly Rs 7 crore were received from promoters associated with the IREO and M3M groups in exchange for alleged favours in judicial proceedings. The agency claimed that the alleged gratification was delivered through cash transactions and purported loans transferred to relatives without supporting documentation.

No official statement has yet been issued by Rajeev Goyal regarding the suspension order.
