J&K L-G Manoj Sinha terminates employee over terror links

Jammu and Kashmir Lt Governor Manoj Sinha has terminated the services of a government employee over alleged terror links, an official said on Thursday.

Officials said that government employee Mohammad Shafi, an inspector in the Jammu and Kashmir Power Development Department (PDD), has been dismissed from service over his alleged links with terrorists.

“Lieutenant Governor Manoj Sinha ordered the dismissal of Mohammad Shafi, posted as an inspector in the Power Development Department, with immediate effect,” officials said.

The L-G administration has so far terminated the services of around 90 government employees who were found to have links with terrorist groups.

Officials said that Shafi, 51, a resident of Arwani village in Bijbehara, was named in three FIRs registered between 2017 and 2018 under various sections of the Ranbir Penal Code and the Arms Act at Bijbehara police station.

He is the ninth government employee to be dismissed from service this year.

While the L-G administration terminated the services of five government employees in January, three more were dismissed in March.

The Jammu and Kashmir administration has dismissed 91 government employees for alleged terror links and anti-national activities since 2019.

The terminations have been carried out under Article 311(2)(c) of the Constitution, which allows the Lieutenant Governor’s administration to dispense with formal departmental inquiries in the interest of state security.

On Thursday, a Power Development Department inspector was terminated over alleged connections to militant activities.

In January and April 2026, multiple employees — including a school teacher, a laboratory technician and health department staff — were dismissed for allegedly maintaining contact with banned outfits, including Lashkar-e-Taiba (LeT) and Hizbul Mujahideen (HM).

Security and intelligence agencies prepare dossiers detailing the employees’ alleged involvement, ranging from providing logistical and financial support to insurgents.

Under Article 311(2)(c), the L-G administration can dismiss government employees without conducting a regular departmental inquiry on grounds of national security.

Officials said the policy adopted since 2019 is aimed at identifying and removing government employees allegedly involved in activities considered detrimental to national security.(Agency)
