In compliance with the directions issued by the Punjab Government and under the orders of ADA Chief Administrator Nitesh Kumar Jain, IAS, and Additional Chief Administrator Inayat, PCS, the District Town Planner (Regulatory) Wing carried out demolition action against 05 unauthorized colonies being developed at Village Ball Kalan and Pandori Waraich on Majitha Road, and Village Ball Khurd on Amritsar–Fatehgarh Churian Road.
The District Town Planner informed that, in accordance with government instructions aimed at regulating future development, notices had been issued under the PAPRA Act, 1995 to the newly developing unauthorized colonies in Villages Ball Kalan, Pandori Waraich and Ball Khurd, directing them to stop development activities. Demolition proceedings were subsequently initiated against these colonies on 09.06.2026.
He further stated that the owners of these unauthorized colonies blatantly violated government regulations and, despite being served notices, continued development work at the sites instead of providing the required clarification. Consequently, the demolition action was carried out in compliance with the directions of higher authorities, even though adequate police force from Police Station Kambo was not available.
In addition, an unauthorized colony being developed in Village Ball Khurd had been repeatedly served notices by the department and instructed to halt construction activities. However, the colonizer continued development work at the site. As a result, higher authorities had ordered its demolition. Owing to public gathering at the site and the non-availability of police force, the demolition could not be executed earlier. Therefore, the demolition action was carried out again today.
The officials also clarified that under the 2024 amendment to the PAPRA Act, 1995, any person involved in developing an unauthorized colony may face imprisonment ranging from 5 to 10 years and a fine ranging from ₹25 lakh to ₹5 crore. Accordingly, the Police Department is also being approached, on the basis of revenue records, to initiate necessary legal action against the landowners and developers associated with these unauthorized colonies.
The Regulatory Wing of ADA appealed to the general public not to purchase plots in illegal colonies that have not been approved by the PUDA Department. Citizens are advised to seek proof of approval issued by PUDA before purchasing any plot advertised for sale and to carefully review the details of unauthorized colonies available on the website of the Amritsar Development Authority. This will help them avoid financial losses and unnecessary inconvenience.
The department further appealed that before undertaking any type of construction anywhere in the district, the required approvals and permissions should first be obtained from the PUDA Department, and only thereafter should construction work be commenced.
