Oppn MPs move notices in Parliament seeking debate on NEET paper leak, anti-defection law

Several Opposition Members of Parliament on Tuesday submitted notices in both Houses of Parliament seeking discussions on issues ranging from the NEET-UG 2026 paper leak and alleged irregularities in the examination system to police action against protesters in Delhi and the need for a new anti-defection law.

Rajya Sabha member Syed Naseer Hussain moved a notice of motion in the Upper House, demanding an immediate discussion on the alleged NEET-UG paper leak and the controversy surrounding the CBSE’s On-Screen Marking system.

In his notice, Hussain stated, “That this House do suspend Zero Hour and relevant rules relating to Question Hour and other businesses of the day for an immediate discussion on the systemic crisis in India’s examination system. The House may discuss the cancellation of NEET-UG 2026 following the exposure of an alleged paper-leak network affecting over 22 lakh candidates, widespread irregularities in the implementation of CBSE’s On-Screen Marking system, recurring failures in recruitment examinations, and the resulting loss of public confidence in the integrity of examinations.”

He further said, “These developments have caused immense hardship and psychological distress to students across the country and have led to ongoing nationwide protests demanding accountability and comprehensive examination reforms. In view of these pressing concerns, the matter requires urgent consideration and discussion by the House.”

In the Lok Sabha, Congress MPs Manickam Tagore and Vijayakumar alias Vijay Vasanth submitted adjournment motion notices seeking a discussion on the alleged NEET-UG paper leak and the protests in Delhi that later turned violent, resulting in injuries to protesters as well as security personnel.

Tagore, in his notice, said that “youth peacefully assembled on Parliament Street to protest against the repeated paper leaks and the collapse of the national examination system, including NEET, were subjected to force by Delhi Police and Railway Protection Force personnel, raising serious concerns regarding the constitutional right to peaceful assembly and protest guaranteed under Article 19 of the Constitution.”

Vijay Vasanth, in his adjournment motion notice, said, “I beg to give notice of an Adjournment Motion to discuss a matter of urgent public importance arising out of the repeated examination paper leaks across the country, the police action against students and youth protesting near Parliament yesterday, the suspension of internet services in parts of the National Capital, and the refusal of the Government to permit a statement by the Hon’ble Home Minister, resulting in the premature adjournment of both Houses of Parliament.”

Meanwhile, Congress MP Manish Tewari also submitted an Adjournment Motion Notice in the Lok Sabha, seeking the suspension of Question Hour, Zero Hour and all other listed business to facilitate a discussion on introducing a new anti-defection law.

In his notice addressed to the Lok Sabha Secretary-General, Tewari argued that the proposed legislation should “proscribe Mass Political Defections driven by opportunism and bereft of any genuine ideological or policy differences” while at the same time allowing room for “honest and critical dissent” both inside and outside Parliament and state legislatures.

He maintained that such a framework would help curb politically motivated defections while preserving democratic debate and principled disagreement within elected institutions.(Agency)
