Punjab Sends ₹257.32-Crore Proposal to Centre for Jalandhar-Hoshiarpur NH Project; Pawan Tinu Seeks Early Approval

The Punjab Government has forwarded a detailed project estimate of ₹257.32 crore to the Central Government for approval to resume the long-pending four-laning of the Jalandhar-Hoshiarpur National Highway (NH-3), popularly known as the Adampur Flyover Project.

The proposal covers the construction of the remaining four-lane stretch with paved shoulders between km 11.400 and km 29.200 of the national highway. The detailed estimate was prepared by the Chief Engineer, National Highways Circle, Amritsar, and submitted to the Union Government through the Punjab Government.

Welcoming the development, Aam Aadmi Party (AAP) chief spokesperson and Adampur constituency in-charge Pawan Kumar Tinu thanked the Punjab Government and said Chief Minister Bhagwant Singh Mann had personally raised the issue with Union Minister for Road Transport and Highways Nitin Gadkari during their meeting in the first week of June.

According to Tinu, the Chief Minister had urged the Centre to accord priority approval to the project in view of its significance for public convenience and regional development.

Punjab Has Done Its Part, Says Tinu

Tinu said that acting on the Chief Minister’s directions, the Punjab Government completed all necessary formalities and prepared the detailed project estimate, which has now been submitted to the Centre for approval.

He urged the Union Government to clear the proposal without delay so that construction on the long-pending project could resume at the earliest.

“The Punjab Government has fulfilled its responsibility. Now it is for the Central Government to approve the proposal without further delay,” he said.

Project to Boost Connectivity and Economy

Highlighting the benefits of the project, Tinu said its completion would ensure safer, faster and smoother travel between Jalandhar and Hoshiarpur while significantly strengthening the region’s road infrastructure.

He said improved connectivity would promote industrial, commercial and economic activities, besides accelerating the overall development of the area.

Tinu added that the possibility of the project’s revival has generated fresh hope among residents who have been waiting for its completion for several years.

Project Stalled Since 2020

Providing the background, Tinu said construction of the Adampur Flyover Project had commenced in 2016 but came to a halt in 2020.

He alleged that administrative lapses during the then Congress government resulted in the suspension of work. Subsequently, a steep rise in the prices of cement, steel and other construction materials led the contractor to refuse execution at the previously approved rates.

He also alleged that the government led by former Chief Minister Charanjit Singh Channi failed to take effective steps to revive the project, resulting in prolonged inconvenience to commuters.

Land Acquisition Issues

Tinu said he had repeatedly urged the Central Government to restart the project.

According to him, the Centre later raised concerns regarding alleged irregularities in land acquisition related to portions of the project, following which construction work was formally halted on July 29, 2025.

He said that on the very next day, July 30, 2025, he, along with three Members of Parliament, met Union Minister Nitin Gadkari and requested that construction be resumed without delay.

Tinu said he had informed the Union Minister that any land acquisition dispute in the Hoshiarpur section should not become a reason for residents of Jalandhar and Adampur to continue suffering due to the incomplete highway.

He maintained that if any irregularities had occurred, action should be taken against those responsible, but the public infrastructure project should not remain stalled.

Strategic Importance

Emphasising the strategic significance of the project, Tinu noted that Adampur houses an important Indian Air Force Station and also has a civilian airport used by a large number of passengers.

He said the highway is widely used by tourists travelling to Himachal Pradesh, pilgrims and commercial transport, making its early completion important not only for regional development but also from the perspective of national security.

Expressing optimism, Tinu said he hoped the Centre would soon approve the ₹257.32-crore proposal, paving the way for the resumption of construction and providing long-awaited relief to lakhs of residents of Jalandhar, Adampur and Hoshiarpur.
