German delegation accompanied by Indian-origin MP Rahul Kumar visits Haryana Police HQs

A German delegation, accompanied by Indian-origin German MP Rahul Kumar, visited the Haryana Police Headquarters to understand the effective functioning and best practices of the Haryana Police.

During the visit, they were briefed by Director General of Police (DGP) Shatrujeet Kapur on the role of digital technologies in crime control, the emergency helpline number, the nature of both traditional and modern crimes, and the existing and future challenges in combating cybercrime. The German delegation praised Haryana Police’s efforts in crime control.

DGP Shatrujeet Kapur warmly welcomed the officials of the German delegation upon their arrival at the Police Headquarters. He provided them with an overview of the Haryana Police’s structure, investigation processes, recruitment procedures, and the training modalities provided to officers to enhance their efficiency.

The German delegation showed keen interest in the crime control efforts being undertaken in Haryana. Furthermore, the DGP shared information about Haryana Police’s action plans for crime control, explaining that crimes are categorized based on their nature into different classifications.

He mentioned that there are two types of crimes: traditional crimes, such as those against individuals or property, and modern crimes, like cybercrimes and other evolving offenses. These crimes are further divided into various subcategories, and officers are trained accordingly to handle them effectively.

The DGP emphasized that the Haryana Police is making extensive use of advanced technology to apprehend criminals, which has contributed to reduce overall-crime in the state. The visit also included discussions between the Haryana Police and the German delegation regarding police-to-police coordination at both global and international levels to combat crime.

The DGP highlighted that criminals often commit crimes in one country and then flee to another, posing a significant threat to all nations. In such cases, it is essential for police forces from different countries to work together in close coordination.

He explained that cybercriminals, operating from different countries, engage in financial fraud by deceiving people, making international cooperation between police forces crucial for combating such crimes. The German delegation assured that they would work towards developing communication systems to help tackle this challenge at the international level.

DGP Shatrujeet Kapur further stated that cybercrime is likely to increase in the future, and it is important to formulate action plans on a global scale to address it. He pointed out that criminals often commit crimes in India and then relocate abroad, from where they continue their illegal activities.

The German delegation inquired about the participation of women in the Haryana Police. In response, DGP Kapur explained that the number of women in senior positions within the Haryana Police has increased over time, and the government is working to boost their numbers in lower ranks, aiming to raise their percentage to at least 15%. Efforts are being made to encourage women to join the police force.

The DGP also highlighted that awareness regarding crimes against women has increased in Haryana, leading to a rise in the reporting of such crimes. Previously, women were unable to lodge complaints due to a lack of awareness about their rights, but now they are more prompt in reporting crimes to the police.

DGP Kapur assured that if Germany ever needed assistance from the Haryana Police in crime control, they would be ready to help, emphasizing that the Haryana Police is always willing to assist in police-to-police coordination. The German delegation assured that they take the interaction to the stakeholders in their country so that necessary steps can be taken at the international level to control crime.
