A formal complaint has been lodged with Pandurang Pole, the Chief Electoral Officer of Jammu and Kashmir, accusing IAS officer Nazim Zai Khan of violating the Model Code of Conduct (MCC).
Khan currently serves as the Mission Director of the National Health Mission and the Ayushman Bharat Digital Mission.
Allegations of Illegal Appointments
The complaint, filed by Muzamil Maqoo Bhat and Adnan Rasheed, claims that Nazim Zai Khan made several clandestine appointments. Specifically, they allege that Khan illegally appointed ten officials to the Project Management Unit of the Ayushman Bharat Digital Mission without issuing any public advertisement or following a competitive selection process.
Violation of Model Code of Conduct
The appointments in question allegedly took place in violation of the Model Code of Conduct, which is implemented during election periods to ensure transparency and fairness in administrative actions. The complainants have urged the Chief Electoral Officer to investigate these appointments and take appropriate action.
The Need for Fair Appointments
Public sector appointments are expected to follow established guidelines, including public advertisements and transparent selection processes. By allegedly bypassing these norms, the complaint suggests that the integrity of the hiring process has been compromised.
Investigation Requested
The complainants have requested an immediate investigation into the matter and have asked the Chief Electoral Officer to review the appointments made under Khan’s tenure. If the accusations are found to be true, it could lead to serious consequences for the involved officials, including potential disciplinary action.
