BJP MLAs staged a walkout from the Jammu and Kashmir Legislative Assembly on Tuesday in protest against the statehood restoration resolution passed by the House a day earlier.
The BJP legislators objected to Speaker Abdul Rahim Rather allowing a discussion on the resolution, particularly references to the 2000 autonomy resolution and the 2024 resolution concerning special status.
Leader of Opposition Sunil Sharma again raised the issue in the House on Tuesday and sought the Speaker’s removal before the BJP legislators walked out.
Chief Minister Omar Abdullah had moved the statehood resolution on Monday. It was passed amid protests by BJP members, who had earlier told the Speaker that they had submitted a notice seeking his removal and, therefore, he should vacate the chair.
Rather told the BJP members that he had not read the notice and that, under the procedure of the House, a motion seeking his removal would be listed after 14 days.
BJP legislators subsequently entered the well of the House and held a mock proceeding. Despite the disruptions, Abdullah addressed the Assembly in support of the statehood resolution, which was later passed.
During his speech, Abdullah also raised questions over the functioning of the administration in Jammu and Kashmir.
The Chief Minister said that despite being the Law and Parliamentary Affairs Minister, he had learnt that the Law Secretary had written to the Speaker expressing an opinion against the resolution. He also said the Chief Secretary had written to the Speaker without his knowledge.
“This could only happen because we are a Union Territory,” Abdullah said.
Following the passage of the resolution, the Legislative Assembly Secretariat sent it to the Chief Secretary, with the stated purpose of forwarding it to the Central government.
The BJP’s protest over the resolution and the Speaker’s handling of the proceedings comes amid the ongoing political debate in Jammu and Kashmir over restoration of full statehood.
