The Punjab unit of the Bharatiya Janata Party (BJP) will organise a one-day conclave, titled ‘Zakhm 84 De’, in Chandigarh on November 4 to highlight the 1984 Sikh massacre, the decades-long struggle for justice and the rehabilitation of affected families.

The event will be held from 9 am to 5 pm at Hotel Parkview, Sector 24. According to a statement issued by conclave in-charge and BJP state general secretary Rajneesh Dhiman and state media head and programme coordinator Vineet Joshi, survivors, eyewitnesses, legal experts, former judges, community representatives and political leaders will participate.

Registration and breakfast will begin at 8.30 am, followed by the inauguration of a photographic exhibition on the massacre at 9.30 am by Punjab BJP president Kewal Singh Dhillon and party’s state in-charge Satish Poonia. BJP national spokesperson R.P. Singh will moderate the proceedings.

The inaugural session, from 10 am to 11 am, will feature an Ardas for justice and peace for the departed souls, an address by Dhillon and a keynote speech by former Union Minister and Lok Sabha MP Ravi Shankar Prasad, who represented victims in several significant legal proceedings before the Supreme Court.

The session on ‘Sikh Genocide: When and How?’ will feature survivor and eyewitness accounts, including those of Nirpreet Kaur, Jangsher Singh, Darshan Kaur and Satpal Kaur. Jagdish Kaur will join through a video address.

A discussion on ‘Was the 1984 Sikh Genocide a Conspiracy?’ will examine alleged government-level complicity and the larger conspiracy behind the massacre. Participants include former National Commission for Minorities chairman Tarlochan Singh, MP Vikramjit Singh Sahney, former senior RAW officer and author G.B.S. Sidhu, and Delhi Sikh Gurdwara Management Committee vice-president Atma Singh Lubana.

The session ‘Murder of Justice’ will discuss alleged investigative irregularities, evidence tampering and institutional hurdles. Speakers include retired Justice S.N. Dhingra, who headed the Supreme Court-constituted SIT in 2018, senior advocate H.S. Phoolka and advocate Ashok Kashyap.

The next session, ‘Efforts to Punish the Guilty’, will focus on legal proceedings, convictions and assistance to victims. Delhi Cabinet Minister and former Delhi Sikh Gurdwara Management Committee president Manjinder Singh Sirsa and Phoolka will participate.

The concluding session, ‘Rehabilitation Efforts by BJP Governments’, will review relief schemes and welfare measures for affected families. Haryana Chief Minister Nayab Singh Saini, Poonia, Dhillon and Sahney are scheduled to attend.

The organisers said a large number of BJP leaders, Sikh scholars, civil liberties activists and family members of victims from Punjab, Haryana, Chandigarh and Delhi are expected to participate.
