The appointment of four new Governors and the transfer of two incumbent Governors have brought a renewed focus on the representation of Other Backward Classes (OBCs) and Scheduled Castes (SCs) in constitutional positions, following a six-state gubernatorial reshuffle announced by President Droupadi Murmu.

The reshuffle places four senior BJP leaders in gubernatorial roles, while two serving Governors have been assigned new states. According to the profiles provided, three of the six leaders belong to Scheduled Caste communities and two to OBCs, highlighting the social backgrounds of several appointees alongside their political and administrative experience.

Under the new arrangements, Om Prakash Mathur, who was serving as Governor of Sikkim, has been appointed Governor of Kerala, while Rajendra Vishwanath Arlekar will move to Tamil Nadu. Among the four new appointees, Braj Mohan Ram has been appointed Governor of Odisha, Dr Sudha Yadav Governor of Karnataka, Dhal Singh Bisen Governor of Uttarakhand, and Dushyant Kumar Gautam Governor of Sikkim.

The four newly appointed Governors have long associations with the BJP, having worked in party organisation and public life at various levels over several decades.

Dr Sudha Yadav, an OBC leader from Haryana’s Yadav community, entered public life following the death of her husband, BSF Deputy Commandant Sukhbir Singh Yadav, during the Kargil War. She subsequently represented Mahendragarh in the Lok Sabha and is a member of the BJP Parliamentary Board.

An academic with an MSc and PhD in Chemistry from IIT Roorkee, Yadav also served on the National Commission for Backward Classes from 2019 to 2022.

Dushyant Kumar Gautam, a Dalit leader from Delhi’s Chamar community, has spent decades in organisational work associated with the RSS and BJP. He has served as the BJP’s national general secretary and headed its Scheduled Caste Morcha at the national level. His political career also includes election as a councillor in the Municipal Corporation of Delhi and membership of the Rajya Sabha.

Dhal Singh Bisen, an OBC leader from Madhya Pradesh’s Bhoyar Pawar community, brings extensive legislative and ministerial experience to the Uttarakhand gubernatorial assignment. A four-time MLA and former Lok Sabha member from Balaghat, he served as a Cabinet Minister in the Madhya Pradesh government, holding portfolios including School Education, Forest, Transport and Mines. He also chaired the state’s Fourth Finance Commission. An Ayurveda practitioner, Bisen has been associated with the BJP for nearly five decades.

Braj Mohan Ram, a Dalit leader from Jharkhand’s Dhobi community, has a long record of legislative and social work. Coming from a farming family, he served as an MLA in undivided Bihar before being elected to the Lok Sabha from Palamu in 1996, 1998 and 1999.

Ram has also been associated with the State Scheduled Caste Morcha and Dhobi Mahasangh and worked towards establishing educational institutions in Chandwa.

The appointments bring leaders with backgrounds in parliamentary politics, state legislatures, party organisation and community-level work to the gubernatorial offices. Their new assignments span Kerala, Tamil Nadu, Odisha, Karnataka, Uttarakhand and Sikkim.
