The government has notified a new regulatory framework for India’s civil aviation sector, bringing the nearly nine-decade-old Aircraft Rules, 1937, under a new set of regulations titled Bharatiya Vayuyan Niyam, 2026. The new rules will come into effect from January 1, 2027.
The framework covers key aspects of the aviation industry, including aircraft registration, certification, manufacturing, maintenance, flight operations, personnel licensing and airport operations. It also defines the responsibilities of aircraft owners, operators, airlines and other stakeholders.
The regulations lay down requirements for aircraft registration and airworthiness certification, as well as approvals for aircraft design, manufacturing, modifications and repairs. They mandate regular inspections and maintenance throughout an aircraft’s operational life and require operators to maintain compliance with prescribed safety standards.
The rules also specify qualification and licensing requirements for aviation personnel, including pilots, aircraft maintenance engineers and air traffic controllers. These cover training, examinations, experience and medical fitness, besides conditions for licence renewal, suspension and cancellation.
For airline operations, the framework addresses flight planning, operational procedures and safety requirements. It also includes flight and duty time limits for pilots and cabin crew, aimed at reducing fatigue-related risks.
A key provision concerns fare transparency. From 2027, airlines will be required to disclose the total ticket price payable by passengers, along with a detailed break-up of base fares, taxes, fees, cancellation charges and refund policies.
Airline tariffs will continue to remain under the oversight of the Directorate General of Civil Aviation (DGCA). The new regulations also cover aerodrome licensing and standards for airport infrastructure.
